About The Position

The Nevada Health Authority is recruiting for multiple Senior Management Analyst positions throughout the department. These positions will be responsible for preparing and presenting reports to senior management, monitoring and managing state and federal rules and regulation changes, collecting, analyzing, interpreting and reviewing data, making recommendations to leadership, supporting Supervisory Management Analysts as a lead worker, budget and financial oversight, and other duties as assigned. Specific units include Fiscal (Federal Audits Unit), Procurement Team (Certified Contracts Manager), Supplemental Reimbursement Unit, Public Option, and Oral Health Program.

Requirements

  • Three or more years of applicable experience as described in the job duties.
  • Graduation from high school or equivalent education.
  • Knowledge of techniques of statistical analysis including data collection, evaluation, analysis, and manipulation.
  • Knowledge of legislative proceedings and processes.
  • Knowledge of government agencies, resources, and functions to locate and obtain needed information and/or resources.
  • Knowledge of accepted practices and methods used in designing program reviews and audits.
  • Skill in developing computer generated reports.
  • Skill in organizing, developing, and making presentations.
  • Skill in mathematical and statistical computation and research and analysis techniques.
  • Skill in designing analytical research studies and identifying research needs and problems.
  • Skill in coordinating and implementing diverse work plans.
  • Ability to read and interpret technical reports, governmental publications, and federal directives.
  • Ability to write comprehensive analytical, narrative, and statistical reports, recommendations, and legislative proposals.

Responsibilities

  • Exercise direct supervision over professional and technical staff, including hiring, performance, evaluation, training, and discipline.
  • Review solicitations, contracts, modifications, extensions, renewals, Competitive Bidding Exceptions, Purchase Orders and items for accuracy and compliance with Nevada Revised Statutes (NRS), purchasing policies, and federal requirements.
  • Provide interpretation on federal regulations and procurement processes.
  • Address complex issues in NRS interpretation, procurement procedures, and contract administration.
  • Prepare and present procurement reports to senior management highlighting performance metrics and improvement opportunities.
  • Manage the assigned supplemental payment program, including updates to program policies and procedures.
  • Complete complex calculations, payment processing, and reconciliations for supplemental reimbursement programs.
  • Complete budget projections and act as contract monitor for Medicaid consultants and government entities.
  • Oversee and manage the federal waiver program, market stabilization and incentive programs (reinsurance, quality incentive, and Practice in Nevada programs).
  • Collect, analyze, and review data regarding the reinsurance program and recommend appropriate reimbursements to insurers.
  • Collect, analyze, and review data regarding the quality improvement program and provider loan repayment program.
  • Support the oral health program across grants, Medicaid projects, and administration of direct preventative dental services.
  • Communicate with professional stakeholders, the general public, and schoolchildren.
  • Conduct studies, research, and examination of management and administrative areas such as agency operations, forms, policies and procedures, workflow, legislative analysis, management research, and statistical and informational analysis.
  • Conduct research and analyze legislative implications.
  • Determine software application program needs or requirements.
  • Review and monitor contracts.
  • Make recommendations on policy and procedure improvements.
  • Provide recommendations to management regarding programs and/or work unit activities.
  • Prepare reports and correspondence.
  • Review, write, revise, and recommend administrative policies or procedures for the work unit and/or assigned programs.
  • Conduct statistical or investigative studies, compile and analyze data, and prepare and present reports summarizing study results and conclusions.
  • Develop, manage, review, and make recommendations on contracts and the contracting process.
  • Review, monitor, and research bills submitted to the Legislature impacting the work unit, inform management of possible implications, and recommend an appropriate course of action.
  • Propose and draft legislation for the agency, provide testimony before legislative committees, and develop regulations from approved legislation.
  • Plan, organize, and coordinate the development and implementation of new or revised policies, procedures and/or work methods.
  • Analyze workflow, space allocation, staffing, and other factors to improve effectiveness and efficiency of operations.
  • Coordinate the development of new forms, work methods, and automated systems.
  • Design and conduct analytical, investigative, informational, statistical, and research studies related to various aspects of the agency's operations.
  • Make recommendations regarding the agency’s position on issues, future courses of action, and the development of new programs or services based upon study findings.
  • Perform statistical and informational analysis and prepare analytical, narrative, and statistical reports.
  • Function as the singular expert in their program or discipline area.
  • Perform related duties as assigned.
