About The Position

This is supervisory work managing and supervising the performance and activities of personnel under direct report to ensure that the division’s policies, protocols, and procedures are appropriately and adequately implemented. This position is responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. This position is responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. This position coordinates overall administrative activities for the division’s personnel unit. This position manages the personnel transaction process, staff assignments, and staff workload. This position compiles, interprets, and prepares data for recurring and non-recurring administrative reports with follow up presentation to management. This position manages and provides technical support for all human resource actions within the division and provides daily direction on all workers’ compensation, recruitment and selection, time and attendance, classification and pay, employee relations and all other human resource activities. This position oversees and provides general training to division personnel in the areas of People First, code of ethics, attendance/leave, discipline, grievances, violence in the workplace, background screening, performance evaluations, recruitment, Family Medical Leave Act (FMLA), drug-free workplace and the Employee Assistance Program (EAP). This position coordinates the preparation and maintenance of personnel records, reports, and other required documentation such as Workers Compensation First Notice of Injury, FMLA, EAP, etc. This position assists management in addressing personnel issues. This position consults with employees, as needed, for conflict management and other personnel issues. This position interacts with department Employee Relations Manager to ensure that division is compliant with department policy. This position keeps management informed of all pertinent information pertaining to on-going personnel issues. This position researches and reviews policies and procedures and reports; consults, provides recommendations and assists management in the formulation and implementation of personnel policies and procedures consistent with agency and division objectives. This position collaborates on future needs through recruitment, retention, and attrition planning. This position coordinates the division’s reorganization efforts as they occur. This position holds on-going communication with staff on progress toward defined goals and/or required results; provides specific feedback and initiates corrective action when defined goals and/or required results are not met. This position analyzes staffing issues, evaluates effectiveness, and consults with managers to develop strategies that meet organizational goals. This position consults and assists management and staff to promote efficient and effective operations and makes recommendations for improvements. This position provides support to the State Hemp Program. This position assists division managers and bureaus by coordinating workloads and staffing assignments to meet program needs and completion of special projects. This position interacts with and instructs administrative staff to ensure that Bureaus are informed of changes, updates, etc., to division and agency policy and procedure. This position schedules and conducts in person training sessions quarterly for Bureau Chiefs, managers, and supervisors from across the state to ensure that all are of informed of and complying with department and division policies. Along with the division management and bureau chiefs, this position participates in biweekly division call to all staff. This position meets regularly with Bureau Chiefs to facilitate communication, discuss personnel issues and ensure compliance with Division policy. This position functions as a liaison between bureau chiefs and management as needed. This position regularly interacts with Department’s Employee Relations Manager on behalf of the division management and/or division employees regarding issues related to AP&P, ADA guidelines, performance evaluations, employee discipline issues, etc. This position is responsible for managing a team that is focused on updating and improving the hiring processes to assist the hiring managers in filling positions in a more efficient manner, ensuring accuracy of required documentation while maintaining confidentiality and professionalism. This position manages the division’s recruitment process and provides technical assistance to ensure position classification, recruitment and employee selections are accomplished within acceptable time frames and in accordance with established state and federal laws and regulations as well as department policies, procedures, and guidelines. This position consults with managers and supervisors to initiate recruitment activities using the most appropriate and efficient methods. This position consults with division Data Processing Manager to enhance and improve division workflow. This position prepares and presents quarterly presentations to field supervisors to reinforce the best hiring practices to ensure compliance with department policies. This position analyzes staffing issues and consults with managers to develop strategies that meet the organizational needs. This position assists management with developing and administering budgets for personnel actions. This position coordinates with staff in the processing of personnel payroll transaction requests. This position researches and provides appropriate justification and supporting documentation for pay actions impacting division’s salary and benefits appropriation. This position is responsible for management of the division’s employee performance appraisal program which includes distribution and review for proper application of personnel procedures governing evaluation of employee performance. This position counsels, coaches, and advises management on appropriate resolution of employee relations issues regarding work-related problems such as performance or misconduct issues, conflict resolution/mediation, Employee Assistance Program (EAP) and grievances. This position assists in preparation of recommendations for actions such as discipline or termination, ensuring compliance with all agency policies and procedures and employment laws. This position prepares reports of recommendation and coordinates the processing of adverse actions, grievances, and other employee relations matters. This position attends job fairs to attract and hire quality candidates and to create an awareness of the careers available within our division. This position administers the division’s Workers’ Compensation program and return to work program. This position serves as the program administrator and central contact person for all work-related injuries and for employees returning to work with medical restrictions due to non-work-related medical conditions. This position is responsible for working with injured employees, coordination of claims processing, and overseeing medical case management. This position ensures compliance with federal and state laws. This position counsels employees and managers on benefits and retirement options, assists with benefit election problems, and works with agency and service representatives on unresolved employee benefit/retirement issues. This position performs other related duties as assigned. This position functions as a member of the division COOP team, maintaining documents needed for continuing service in case of crisis situations.

Requirements

  • A bachelor's degree (4 years) in Human Resources, Psychology or other related field from an accredited college or university and four (4) years of professional experience in personnel; of which must include one (1) year of supervisory experience
  • A master's degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience as described above which must have been in a supervisory capacity.
