About The Position

This position provides leadership and staff supervision for the Contract Management and Technical Assistance Unit in the Bureau of Community and Support Services within the Division of Statewide Community-Based Services. This position serves as the Project Manager for the Area Agencies on Aging (AAA). This position is supervisory as defined in section 110.205(2) (Yv), F.S. and directly supervises employees. Incumbent reports to, works with, and assists the Bureau Chief in the duties related to but not limited to, the preparation and administration of the unit's approximate budget. This position is responsible for directing, motivating, training, evaluating, and disciplining direct reports. PAY: Salary will be commensurate with experience and qualifications, ranging from $65,000.04 to 70,000.08, annually.

Responsibilities

  • As the Project Manager, provide leadership, coordination, and expertise in the operations of the Area Agencies on Aging (AAAs). Coordinate activities within the Department and with partners from the aging network, state agencies, stakeholder groups, and other entities relevant to meeting project objectives. Assume responsibility for a changing mix of duties as administrator of numerous grants from the U.S. Department of Health and Human Services, Florida Legislature, and the Florida Department of Commerce. These grants include Older Americans Act Title III (OAA), Community Care for the Elderly (CCE), Home Care for the Elderly (HCE), Local Services Program (LSP), and Emergency Home Energy Assistance for the Elderly Program (EHEAP), Assist Department Management with updating and implementing policies and procedures based on the Older Americans Act, Chapter 430, Florida Statutes, and other relevant federal and state guidance. Provide technical support and coordination to the grant partners. Communicate grant objectives, outcomes, and potential for replication. Monitor the processes used and outcomes produced by the partners to assure meeting of the grant objectives. Oversee the use of federal and state funds. Participate in evaluation of AAA’s outcomes. Measure performance by tracking and assessing data collection. Translate outcomes into policy, operations, training, forms, and systems modification recommendations.
  • Oversee contract management for DOEA programs and special projects to ensure the following: development of contract documents; compliance with terms of contracts/agreements and the mission of the Department; efficient utilization of funds; provision of appropriate technical assistance to AAAs and other direct recipients of departmental funds; effective management of DOEA programs in accordance with approved area plans; timely response to issues related to contracts, DOEA program management and AAA operations; compile the quarterly Return on Investment (ROI) reports; development and provision of training and training materials to meet identified needs of AAA and service provider staff; propose alternative solutions to resolve conflicts between AAAs and providers or providers and consumers.
  • Provide support to DOEA management through the following activities: assist monitoring and quality assurance efforts to assure compliance with established standards, achievement of outcomes, and implementation of corrective action plans or other required measures; review proposed contracts and contract amendments to ensure accuracy of departmental budget allocations and appropriations; analyze confidential information related to budget development and budget allocations for the department and contract providers, personnel records, and consumer records; research issues and provide technical assistance related to AAA internal operations, program management and service delivery systems; provide reports related to program operations and spending levels; assist in developing and implementing immediate responses or action plans designed to address or resolve problems in an effective, efficient, and timely manner; provide technical assistance as requested for developing program contracts/agreements; participate in workgroups to address specific issues related to the Department's internal operations or administration of programs and services as assigned; and research and develop documents for reports and presentations including, but not limited to, legislative bill analyses and legislative budget requests. Work with DOEA staff on the Area Plan template and annual updates. Complete annual Area Plan reviews. Complete annual Programs and Services Handbook reviews. Participate in State Plan, Department Overview, OAAPS federal reporting, and other assignments as directed.
  • Supervise staff assigned to the Unit. As a supervisor, this position may have access to confidential employee information or confidential information that relates to personnel relations and other personnel issues.
  • Work on special projects as assigned which may include representing the department to other organizations, involvement in workgroups with other agencies, research projects and/or specific analytical assignments.
  • Travel to on-site monitoring and technical assistance meetings throughout the state. Present at local, state and national conferences on relevant aging topics. Facilitate the quarterly F4A call with the area agencies and DOEA staff.
