About The Position

Nakupuna Prime is looking for a Senior Management Analyst supports United States Naval Community College (USNCC) leadership by leading business analysis, process improvement, requirements development, and user enablement activities that ensure effective adoption and sustained use of analytics products, dashboards, and reporting. This role consolidates business analysis and training support functions, translating stakeholder needs into clear requirements, maintaining business process documentation, and developing and delivering user guides and data literacy training aligned to program objectives.

Requirements

  • Expertise in business analysis practices, including requirements elicitation, documentation, and stakeholder management in complex environments.
  • Demonstrated experience developing process maps/workflows and documenting SOPs using tools such as Visio, Lucidchart, or equivalent.
  • Strong technical writing skills to produce clear user guides, job aids, and functional specifications suitable for Government review and acceptance.
  • Experience designing and delivering training (virtual and/or in-person) using adult learning principles and practical exercises.
  • Ability to translate technical concepts into non-technical language for diverse audiences, including senior leadership and external partners.
  • Working familiarity with business intelligence and analytics concepts (KPIs, data refresh cadence, data definitions, and dashboard navigation).
  • Strong organizational skills, including backlog prioritization support, dependency tracking, and maintaining traceability between requirements and deliverables.
  • Experience working in or supporting Federal environments; familiarity with Government review/approval cycles and deliverable acceptance criteria.
  • This position requires a bachelor’s degree in Business, Information Technology, Organizational Development, Education/Training, or a related field.
  • 10+ years of experience in business analysis, management analysis, process improvement, or change management
  • Demonstrated experience producing functional requirements, use cases, and specifications for analytics or IT solutions
  • Demonstrated experience developing and delivering user training, documentation, and enablement materials
  • This position requires access to military installations. Must be able to qualify for and obtain base access and pass a background check. Must be a U.S. citizen.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
  • Ability to walk for extended periods throughout the work day including moving between buildings and covering long distances by foot.

Nice To Haves

  • A Master’s degree is preferable.
  • Experience supporting Federal contracts and working with Government stakeholders is preferable
  • Experience supporting analytics platforms, dashboards, or reporting initiatives (Power BI, Tableau, Salesforce CRM Analytics, or similar) is preferable

Responsibilities

  • Serve as the primary business analysis lead supporting USNCC stakeholders to define, prioritize, and validate analytics and reporting needs.
  • Facilitate stakeholder interviews and working sessions to capture business objectives, pain points, and functional requirements.
  • Develop and refine user requirements, use cases, user stories, and functional specifications with clear acceptance criteria.
  • Create and maintain business process flows, workflows, and SOPs to document current-state and future-state processes and controls.
  • Coordinate with Data Engineers and Data Visualization specialists to translate requirements into deliverable-ready backlog items and implementation plans.
  • Develop user guides, job aids, training materials, and technical documentation for new and updated dashboards and reports.
  • Plan and deliver data literacy and dashboard training sessions for USNCC staff and external partners, including Q&A and follow-up support.
  • Support change management and adoption activities, including communications, release notes, and stakeholder readiness activities.
  • Assist with data quality and discrepancy investigations by documenting issues, impacts, and recommended corrective actions in a consistent format.
  • Maintain a requirements and training artifact repository with version control and traceability to PWS deliverables and stakeholder approvals.
  • Provide analytical support to leadership by synthesizing stakeholder feedback, operational needs, and reporting outcomes into actionable recommendations.
