Senior Licensing Officer
About The Position
Within the context of a patient/client and family-centred framework and continuum-based care model and in accordance with established standards of professional practice and the vision, values and policies of the organization, works in a team-based environment and is charged with leading licensing activities in the health service delivery area. The incumbent may carry a licensing officer caseload. Duties include participating in the planning and coordination of licensing services, establishing practice standards, and goals and objectives, participating in performance evaluation and staff selection, facilitating staffing and scheduling activities, acting as a resource, assessing development needs/interests and providing orientation/education programs, and identifying and carrying out quality improvement initiatives.This work is framed within VCH’s commitments to our pillars of Indigenous Cultural Safety, Anti-Racism, Equity, Diversity and Inclusion, and Planetary Health.
Requirements
- Bachelor's degree in allied health discipline.
- Five years recent related experience in a leadership role working in a community care facility licensing program or related field or an equivalent combination of education, training and experience.
- Valid BC drivers license.
- Broad knowledge of provincial acts and regulations related to Community Care Facilities Licensing.
- Ability to supervise, train, coach and evaluate staff.
- Ability to develop and support an effective Licensing team.
- Ability to exercise sound judgment, decision-making and problem solving.
- Thorough knowledge of the provision of quality care within community care facilities.
- Knowledge of the principles and practices of quality assurance/quality improvement.
- Ability to exercise sound judgment in the inspection and assessment of community care facilities and programs.
- Ability to deal with others effectively and work collaboratively.
- Ability to teach and conduct presentations.
- Knowledge of and the ability to implement problem-solving processes.
- Ability to analyze technical reports and information.
- Ability to communicate effectively both verbally and in writing.
- Ability to work effectively as a member of a team.
- Ability to work independently within established policies and program objectives.
- Ability to organize and prioritize work.
- General knowledge of Trauma Informed Practice and Harm Reduction approaches and Strengths-based care.
- Demonstrated ability to promote Indigenous Cultural Safety.
- Demonstrated ability to provide competent and culturally safe care in a variety of settings and with diverse populations.
- Physical ability to perform the duties of the position.
Responsibilities

- Enforcing regulatory provisions with tact and firmness.
- Preparing and presenting comprehensive reports and recommendations on community care licensing issues.
- Developing and maintaining collaborative working relationships with licensees, government agencies, special interest groups and the public.
- Operating personal computer and applicable software.
