About The Position

The Prince George’s County Office of Human Resources Management (OHRM) is seeking a Senior Leave Management Specialist (Human Resources Analyst 4G) to serve as a subject matter expert in the administration of County leave programs. This role supports the full lifecycle of employee leave of absence requests, including family and medical leave, disability leave, military leave, and other federal, state, and County leave programs, ensuring compliance with Personnel Law, County policy, and all applicable regulations. The incumbent will collaborate with various County departments and external stakeholders to manage cases, facilitate return-to-work processes, and interpret regulatory requirements. Responsibilities include leave management compliance, auditing, reporting, analytics, and developing training and communication materials, all while maintaining strict confidentiality in a high-volume, time-sensitive environment.

Requirements

  • Bachelor's degree from an accredited college or university in Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
  • Three (3) years of professional level human resources experience
  • At least one (1) year in a lead/supervisory role
  • An equivalent combination of relevant education and experience may be considered.

  • Three (3) to five (5) years of progressively responsible experience in the leave management field

  • Proficiency in MS Office Suite software
  • Strong problem-solving skills, with the ability to assess complex issues and deliver practical, people and data-informed solutions
  • High attention to detail and ability to synthesize information from multiple sources to make sound decisions in a fast-paced environment
  • Professional certification in Benefits Administration or Human Resources (i.e., CEBS or SHRM)

Responsibilities

  • Serves as a subject matter expert on County leave programs, providing guidance to managers, HR Liaisons, and employees on FMLA, ADA, USERRA, disability leave, parental leave, and other County-administered leave programs.
  • Reviews, processes, and tracks all leave of absence requests, ensuring accurate documentation, compliance with policy and regulation, and timely communication with employees and departments.
  • Analyzes and reviews medical certifications (FMLA), disability leave (DL) paperwork, and Fit for Duty (FFD) requests, ensuring timely determinations and responses.
  • Assists and supports return-to-work activities, maintaining ongoing communication with employees, supervisors, and stakeholders.
  • Collaborates with OIT, Payroll/Finance, OHRM Policy, and agency HR Liaisons to support workflow improvements, accurate leave coding, and efficient leave program administration.
  • Advises employees and supervisors on leave procedures and documentation requirements and coordinates with the ADA Manager and Office of Law on accommodation-related matters.
  • Prepares and maintains leave-related reports, metrics, dashboards, presentations, etc., to support program monitoring, trend analysis, and recommendations for process improvements.
  • Leverages data for process improvement of plan administration and day-to-day operations.
  • Supports the internal coordination and implementation activities related to the Maryland Paid Family and Medical Leave Insurance (MD FAMLI) program, including gathering information, reviewing requirements, and contributing to procedure and guideline development.
  • Communicates with legal counsel, physicians, external providers, and internal stakeholders to gather information and resolve leave-related inquiries.
  • Develops and delivers training and informational sessions on leave policies, procedures, and updates for employees, supervisors, and agency representatives.
  • Participates in grievance hearings, prepares related documentation, and provides subject matter input to support management decisions.
  • Maintains complete and accurate records of leave cases in accordance with Personnel Law and federal/state requirements.
  • Performs other duties as assigned consistent with the responsibilities of the role, including essential reporting duties during inclement weather or emergency operations.
