About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Organizational Development and Learning (OD&L) team partners across the organization to design and deliver leadership and learning programs, develop talent strategies, and enhance employee experiences that support a future‑focused workforce. We are seeking a passionate and experienced Senior Consultant to provide strategic guidance, thought leadership, and expertise as we build a capability‑based organization and reimagine how learning supports performance, career growth, and organizational effectiveness. This role is an in‑office position (5 days per week) based at our downtown Toronto location. Our OD&L team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.

Requirements

  • Demonstrated experience in Human Resources or Organizational Development, including experience in a unionized environment.
  • University degree in HR, Organizational Development, or a related field, or an equivalent combination of education and experience.
  • Strong knowledge of capability frameworks and supporting technology ecosystems.
  • Familiarity with talent management strategies including succession planning, leadership pipeline development, and employee engagement.
  • Experience applying adult learning principles and instructional design methodologies such as ADDIE.
  • Understanding of and experience administering a Learning Management System.
  • Strong facilitation, coaching, communication, and presentation skills.
  • Demonstrated strategic and systems thinking with the ability to connect learning and talent initiatives to organizational goals.
  • Strong political acuity and the ability to navigate complex organizational dynamics.
  • Data driven mindset with experience analyzing learning and talent metrics.
  • Experience with procurement and vendor management.

Nice To Haves

  • CHRP and CTDP designations are assets.

Responsibilities

  • Partner to shape and execute an enterprise learning ecosystem and multi-year roadmap connecting capability frameworks, career pathways, leadership development, performance and talent processes.
  • Lead end-to-end learning program strategy and management, from discovery and business case through design, delivery, evaluation, and sustainment; ensuring alignment to enterprise priorities.
  • Translate business and performance needs into prioritized capability-building solutions; challenge assumptions, diagnose root causes, and recommend the right intervention (learning, process, tools, job aids, coaching or change management).
  • Apply strategic and systems thinking to connect learning investments to organizational outcomes and ensure solutions scale across diverse portfolios and client groups.
  • Conduct comprehensive needs analysis, including stakeholder interviews, data review, performance mapping, and audience/role analysis, to clearly define problem statements, outcomes, and success metrics.
  • Lead stakeholder engagement and governance for learning initiatives, clarifying decision rights, managing expectations, and building alignment across HR partners, business leaders, SMEs, and vendors.
  • Develop high-level learning designs and experience architectures, learning journeys, modality strategies, and content outlines that are scalable, accessible, and aligned with adult learning principles.
  • Design and deliver high-impact learning experiences (e.g., workshops, blended programs, cohort experiences), including facilitation for diverse audiences up to and including senior leaders.
  • Establish measurement and evaluation approaches (adoption, application, outcomes) and use insights to continuously improve program effectiveness, learner experience, and business impact.
  • Build select learning solutions in-house to increase agility and responsiveness (e.g., rapid performance support, job aids, facilitator guides, toolkits, microlearning/eLearning).
  • Consult with leaders and HR partners to embed learning into day-to-day performance, talent initiatives, and change efforts; influence decisions through strong advisory and facilitation skills.
  • Support learning technology and vendor integration across LinkedIn Learning, Korn Ferry Success Profiles, Oracle HRIS, and Oracle Learning; ensuring governance, alignment, and a strong learner/manager experience.
  • Manage vendor relationships and procurement activities as required, including scoping, selection, SOW development, quality assurance, and performance management.
