About The Position

The Senior Learning & Design Consultant is a high-impact, hybrid role for a strategic professional, adept at leveraging technical instructional design and strategic business consulting skills. You will champion the importance of value-based care by ensuring our workforce is expertly trained to serve our members and perform their job responsibilities well. In this role, you are viewed as a subject matter expert and trusted advisor. You will align learning initiatives with business priorities, ensuring every intervention reduces friction and improves internal operations. Whether managing organizational compliance or partnering with the Sr. Learning Business Partner on new market implementations, you will navigate ambiguity to develop solutions that drive results.

Requirements

  • Expert-level mastery of Instructional Design (Articulate Storyline/Rise) and LMS management; stays current on industry best practices.
  • A strong foundational knowledge of healthcare is preferred.
  • Develops new frameworks or approaches to solve ambiguous problems that traditional ID methods may not address.
  • Proven ability to build relationships across departments and use influence to drive decisions and organizational change.
  • Can lead initiatives from conception to completion, serving as a project lead who ensures milestones are hit and quality is maintained.
  • Will also serve as a collaborator on projects.
  • Deeply understands Cityblock’s business priorities and government-funded care model, aligning all learning work to those goals.
  • Bachelor’s degree required.
  • 5-7 years of experience in instructional design, learning & development, or human capital consulting.
  • Advanced proficiency in eLearning authoring tools (specifically Articulate Storyline/Rise) and experience managing/optimizing a Learning Management System (LMS).
  • Proven experience in a business-facing capacity, moving beyond just building content to conducting needs assessments, advising stakeholders, and managing end-to-end projects.
  • Previous experience in healthcare, government-funded care, or a highly regulated environment is strongly preferred, as it ensures a baseline understanding of compliance rigor.
  • Demonstrated success in a high-growth or startup environment where processes are evolving, and the ability to build new frameworks from scratch is essential.

Nice To Haves

  • A degree in Instructional Design, Educational Technology, Human Resources, or a related field is a plus.

Responsibilities

  • Execute the end-to-end design and delivery of organizational compliance education.
  • Apply in-depth knowledge and best practices to ensure results are measured and standards are met across complex workstreams.
  • Develop and implement best-in-class, strategically aligned learning content for the LMS to meet specific business objectives and needs.
  • Manage the Learning Management System (LMS) as an innovator, designing improvements that boost efficiency.
  • Solve complex and ambiguous problems related to system architecture and data reporting, partnering with an external vendor who manages the technical components of the LMS.
  • Act without being asked to identify risks in content accuracy, bringing forward creative strategies to keep our e-learning library relevant and impactful.
  • Partner with the Learning Program Manager to design and execute role-based training that translates abstract goals into clear team action.
  • Design processes that reduce friction for the employees you are training.
  • Demonstrate adaptability by managing multiple shifting priorities.
  • Lead initiatives and influence decisions on content strategy without needing formal authority.
  • Build trusted partnerships across departments; gather information from SMEs and drive change in how training is delivered.
  • Support the Sr. Learning Business Partner by applying deep healthcare and instructional design knowledge to shape initiatives for new markets.
  • Rally cross-functional partners around shared learning goals.
  • Coach others on how to work together effectively, ensuring diverse viewpoints are included in training design.
  • Model vulnerability and humility in high-visibility work, promoting a culture of continuous learning and recognition across every project you touch.
