About The Position

This role is for a senior consultant to lead technology strategy and program management for a large public university's transportation services, including parking, payments, access, and mobility across multiple campuses and a medical system. The work is dependent on contract award, with a decision expected in early November 2026. The consultant will be responsible for building a governance model, interviewing stakeholders, mapping the current state of technology, establishing governance forums, creating executive dashboards, managing integration projects, maintaining project documentation, prioritizing issues, presenting findings, and facilitating knowledge transfer to university staff.

Requirements

  • Senior experience in IT strategic planning.
  • Senior experience in technology roadmaps.
  • Senior experience in IT governance and portfolio prioritization.
  • Senior experience in program or project management.
  • A record of leading cross-functional technology work inside large, decentralized organizations.
  • Comfort with executives, operations teams, central and distributed IT, and outside vendors.
  • Availability to start in early November 2026.
  • Ability to attend on-site meetings in Seattle up to once a week.

Responsibilities

  • Build the governance model for transportation technology.
  • Interview executives, operations staff, IT, finance, and procurement across every campus.
  • Map the current state: applications, integrations, pain points, technical debt, and planned spending.
  • Stand up governance forums and run them, recording decisions and actions.
  • Build executive dashboards that show status, risk, funding, and the decisions leaders owe.
  • Manage projects that integrate different versions of the T2 parking platform.
  • Keep charters, work plans, risk registers, decision logs, and status reports current.
  • Rank the biggest problems by impact, cost, and urgency, then recommend what to fix first.
  • Present findings to leadership for approval.
  • Hand off templates, procedures, and know-how so university staff can carry the work forward.
