Senior IT Engineering Program Manager

Cynet Systems•Lehi, UT

About The Position

The Senior IT Engineering Program Manager will build the Engineering Services (ES) program by combining portfolio oversight with hands-on project management. The role establishes intake, prioritization, and reporting processes while managing assigned projects. Supporting project managers will take on priority or complex initiatives, while product and service managers retain smaller, less complex service projects. The position coordinates engineering, product and service teams, business units, and partners; advises senior management on portfolio priorities, resourcing, sequencing, and tradeoffs; and maintains repeatable portfolio reporting for senior management and C-level leaders. It retains day-to-day project management until agreed handoffs and coaches supporting project managers.

Requirements

  • Bachelor's degree in information technology, business, engineering, or a related discipline, or equivalent professional experience.
  • Experience building program processes while managing projects, assessing owner-prepared business cases, presenting portfolio and capacity recommendations, facilitating stakeholders, and coaching project managers.
  • Value review expertise using consistent evaluation criteria, evidence assessment, and owner-led benefits reporting.
  • Portfolio reporting expertise covering capacity analysis, data quality, status measures, and executive recommendations.
  • Program and project management expertise covering dependencies, budgets, risks, change control, stakeholder alignment, and follow-through.
  • Working knowledge of pragmatic Agile and Kanban, technical lifecycle awareness, and Jira or comparable tools.

Nice To Haves

  • Experience with shared technology services, cloud, identity, or integration portfolios.
  • Experience establishing practical intake and prioritization practices.
  • Relevant project management or Agile certification.

Responsibilities

  • Manage the intake process, requiring project owners and product or service managers to submit analyses covering the problem, expected value, strategic fit, urgency, assumptions, and supporting evidence.
  • Review owner-supplied assessments for completeness, evidence, and consistent use of agreed value criteria; seek clarification and identify duplicate demand, reuse opportunities, and analysis gaps.
  • Compare Engineering Services demand using agreed value, risk, mandatory commitment, dependency, and capacity criteria; present prioritization recommendations and tradeoffs to senior management and record decisions.
  • Consolidate planned, unplanned, and business-as-usual demand; confirm estimates and availability with engineering leads and recommend project resourcing and sequencing for senior management approval.
  • Coordinate engineering, product or service teams, business units, and partners around milestones and dependencies; verify commitments, challenge dates, secure recovery plans, and escalate decisions with options.
  • Manage assigned projects from planning through transition, including schedules, risks, budgets, change control, and acceptance; retain day-to-day project management until agreed handoffs and coach supporting project managers.
  • Agree on workload priorities with leadership and escalate capacity conflicts.
  • Recommend project management support based on priority, complexity, risk, and cross-business-unit dependencies, while ensuring owners retain responsibility for value assessments and outcomes and engineering leads retain technical decisions and quality.
  • Maintain lightweight, repeatable reporting from existing tools and owner-validated updates, with agreed red/amber/green (RAG) criteria, cadence, and data checks.
  • Synthesize portfolio RAG status, highlights, cross-project trends, risks, decisions needed, and owner-validated benefits against baselines for senior management and C-level leaders; promptly escalate material exceptions.
