About The Position
The Department is seeking an experienced Advanced Business Analyst to support enterprise application development, modernization, digital transformation, and cloud migration initiatives. This role serves as the bridge between business stakeholders and technical teams, leading requirements analysis, process improvement, testing support, and Azure-hosted modernization efforts. The ideal candidate will possess extensive experience in business analysis, Azure DevOps, enterprise application implementations, requirements management, and stakeholder engagement across complex, multi-functional projects.
Requirements
- Bachelor's Degree in Business, Information Systems, Computer Science, or related field.
- Minimum 7 years of Business Analysis experience on enterprise application projects.
- Minimum 7 years of experience supporting: Application Development, System Modernization, Digital Transformation.
- Minimum 7 years of technical documentation experience.
- Minimum 7 years working with Azure DevOps or similar ALM platforms.
- Minimum 7 years of testing and requirements validation experience.
- Minimum 7 years conducting: Business Process Analysis, Gap Analysis, Workflow Modeling, Future-State Process Design.
- Minimum 3 years developing: User Stories, Acceptance Criteria, Use Cases, Requirements Traceability Matrices.
- Minimum 1 year of Visual Studio .NET exposure.
- Advanced proficiency with: Microsoft Word, Excel, Visio, Project, PowerPoint, SharePoint.

- Experience supporting public sector, workforce, education, or human services systems.
- Experience with Azure cloud modernization projects.
- Experience migrating legacy applications to Azure-hosted platforms.
- Experience supporting large-scale enterprise implementations.
- Strong Agile and SDLC knowledge.

Responsibilities
- Facilitate requirements gathering sessions, stakeholder interviews, and business workshops.
- Analyze current-state business processes and identify modernization and automation opportunities.
- Translate business needs into: Business Requirements, Functional Requirements, User Stories, Acceptance Criteria, Use Cases, Process Flows.
- Conduct business process analysis, workflow modeling, and gap analysis.
- Maintain and manage product backlogs and requirements within Azure DevOps.
- Support Agile delivery activities, including sprint planning, backlog refinement, reviews, and retrospectives.
- Create and maintain requirements traceability matrices (RTMs) and technical documentation.
- Collaborate with developers, architects, QA teams, project managers, and business stakeholders.
- Document integration requirements, APIs, security requirements, and data exchange processes.
- Support testing activities including requirements validation, defect triage, and User Acceptance Testing (UAT).
- Support Azure-hosted modernization initiatives and legacy application migrations.
- Assist with production deployments, implementation planning, and post-release validation.
- Ensure solutions comply with governance, security, accessibility, and regulatory standards.
