About The Position

The Senior IT Business Analyst / Senior Program Analyst leads high-priority analytical, data validation, and consultative initiatives across all phases of the program and IT lifecycle. Elevating beyond mid-level analysis, this senior role drives cross-functional coordination across multiple organizational units, manages and validates enterprise program data, leads innovative process design, and serves as an authoritative advisor to client offices and senior leadership. The ideal candidate possesses deep federal program experience, sophisticated data quality control capabilities, and the leadership capacity to translate complex policy, guidance, and technical findings into strategic recommendations.

Requirements

  • Bachelor’s Degree in a relevant discipline (e.g., Information Technology, Computer Science, Business Administration, Data Analytics, or related field)
  • Minimum of 4 to 6 years of progressive, related experience in IT business analysis, program analysis, data validation, and project support within federal or public-sector environments.
  • Expert capabilities in program data management, data cleanup, quality control validation, and executive data presentation.
  • Demonstrated ability to lead multi-unit coordination efforts and facilitate consensus among diverse technical and non-technical stakeholders.
  • Advanced experience facilitating JAD sessions, authoring User Stories with detailed Acceptance Criteria, and managing backlogs.
  • Proven ability to build UAT scenarios, monitor performance testing, interpret technical test logs, and deliver risk mitigation strategies.
  • Exceptional oral and written communication skills to author high-level briefing packages, cite regulations/policies, and present findings to C-suite/executive leadership.

Nice To Haves

  • Proficiency with enterprise data analysis and reporting platforms (e.g., Power BI, Tableau, Advanced MS Excel).
  • Hands-on experience using modern project and backlog tracking tools (e.g., Atlassian Jira, Confluence, Azure DevOps, or MS Visio).

Responsibilities

  • Lead the strategic coordination of critical, multi-faceted programs requiring active alignment and collaboration across multiple units, divisions, and external stakeholder offices.
  • Utilize advanced oral and written communication to effectively cite policy, regulatory guidance, and strategic recommendations to client offices and executive leadership.
  • Conceptualize, develop, and manage new operational processes, driving innovation to eliminate redundancies, streamline workflows, and maximize organizational efficiencies.
  • Manage and validate complex program datasets, establishing rigorous quality control protocols to ensure absolute data integrity and accuracy.
  • Perform deep-dive data analysis and prepare verified program datasets, analytical dashboards, and executive summaries for formal review by senior leadership.
  • Conduct specialized research, monitor system/performance testing, evaluate strategic operational alternatives, and deliver actionable continuous improvement recommendations.
  • Provide expert analytical and consultative services to administer federal programs across all project lifecycle phases—from requirements analysis and software design to system/performance testing and deployment.
  • Lead high-level Joint Application Development (JAD) sessions and requirements workshops with system architects, developers, and executive business owners.
  • Translate complex stakeholder needs into robust User Stories, Acceptance Criteria, System Requirement Specifications (SRS), workflow diagrams, and integration baselines.
  • Oversee the creation, validation, and execution of comprehensive User Acceptance Testing (UAT) scenarios, test scripts, and performance evaluation metrics.
  • Monitor system test execution, review complex technical test results, analyze system defects, and formulate risk reports detailing business impacts and remediation steps.
  • Analyze and evaluate program budgets, delivery schedules, and resource allocations to ensure overall program health and cost-effective execution.
  • Proactively identify resource shortfalls, technical dependencies, and operational risks, developing strategic mitigation recommendations to prevent project disruption.
