About The Position

Under the leadership of the Emergency Management Administrator, the Senior Emergency Manager (SEM) leads enterprise-wide emergency management initiatives and serves as the Emergency Operations Center (EOC) Manager during activations. The role develops, maintains, and evaluates emergency plans; directs training, drills, and exercises; and supports preparedness, mitigation, response, and recovery activities across the DFW Airport enterprise. The SEM ensures compliance with FAA, state, and federal requirements and collaborates with internal and external partners to strengthen operational resilience.

Requirements

  • Bachelor’s degree in emergency management or a related field.
  • Five years of related experience with emphasis on EOC operations and emergency training/exercises.
  • FEMA NIMS Training: IS-100, 200, 300, 400, 700 and 800B.
  • Any equivalent combinations of education and experience may be substituted for the above for consideration.
  • Valid Class C driver’s license.
  • Ability to serve on-call 24/7 for one to two weeks per month.
  • Ability to obtain and maintain a SIDA badge within 30 days of employment.
  • Must pass pre employment and random drug testing as required for safety sensitive positions.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, and national emergency management operations for the protection of people, data, property, and institutions.
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for diverse individuals and groups.
  • Ability to create and deliver engaging, informative presentations tailored to executive leadership, operational staff, and external partners.
  • Skilled in establishing and maintaining effective and harmonious working relationships with leadership and peers across the enterprise while developing skillsets in them for irregular operational response.
  • Ability to effectively lead diverse groups during times of emergencies of all sizes and scopes.
  • Ability to effectively communicate information and ideas in writing and verbally before a diverse audience.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to work in and make a team environment stronger and more cohesive.
  • Skilled in the administration and use of incident management software.
  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
  • This is a designated safety-sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to random drug and/or alcohol screening during the length of their employment in the safety-sensitive position.

Nice To Haves

  • Certification as a Certified Emergency Manager (CEM).
  • Certification as a Master Exercise Practitioner (MEP).
  • Certification of Business Continuity (CBCP).

Responsibilities

  • Lead and coordinate EOC activations, ensuring effective communication, collaboration, and response across the enterprise.
  • Support incident management and recovery efforts for operational disruptions of any scale.
  • Develop, maintain, and strengthen emergency management plans, including the Airport Emergency Plan, State Emergency Operations Plan, Business Continuity Plan, and related documentation.
  • Oversee multiple EM programs, establishing goals and guiding long term strategic planning.
  • Lead the design, delivery, and execution of training, drills, and exercises.
  • Conduct after action reviews and ensure completion of corrective actions.
  • Serve as Chief Controller or Exercise Director for full scale exercises.
  • Manage and support emergency management technology systems, including WebEOC, Everbridge, GIS platforms, and EOC hardware/software.
  • Conduct outreach with local agencies, businesses, and governmental partners to enhance planning and preparedness.
  • Deliver presentations and support airport customer needs, including passenger and cargo airlines.
  • Perform other related duties as assigned
