About The Position

This position is within the Health and Human Services Department, specifically in the Region 3 HIV Prevention Program in the City of Hartford. The role involves interviewing applicants for various forms of assistance to determine eligibility based on prescribed standards. The focus is on increasing testing rates, particularly among higher-risk populations, and improving treatment options to prevent HIV and HCV transmission. The Senior Interviewer will engage, assess, test, identify, and link qualifying individuals to services such as PREP services, HIV/HCV treatment, primary care, and other community resources. This is a grant-funded position, renewable annually, with a 40-hour work week. The City of Hartford is not obligated to fund this position upon termination of present funding.

Requirements

  • Graduation from a standard high school, supplemented by college courses and one (1) year experience as an Interviewer, or three (3) years work experience involving public contact in the field of social services.
  • A COPY OF YOUR DIPLOMA OR TRANSCRIPT MUST BE ATTACHED TO YOUR APPLICATION.
  • Knowledge of basic principles of municipal welfare programs.
  • Knowledge of rules, regulations, and laws affecting eligibility for general welfare and medical assistance.
  • Knowledge of social and welfare agencies, institutions and clinics in the community.
  • Knowledge of techniques of interviewing and methods of establishing client’s financial status and eligibility.
  • Ability to establish and maintain effective working relationships with clients, representatives of other agencies, other employees and the general public.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check.
  • If appointed, you will serve 12 months of probation.

Responsibilities

  • Under supervision, interviews applicants for various forms of assistance to obtain identifying information and to determine eligibility status in accordance with prescribed standards.
  • Interviews applicants in community settings, office, or home for various forms of general public service.
  • Secures preliminary information and prepares the necessary initial statements and forms.
  • Focuses on increasing testing rates, particularly among those at higher risk, and improving treatment options to aid in the prevention of HIV and HCV transmission in the community.
  • Interviews with relatives and other responsible individuals, makes phone calls, and inquiries by mail to determine appropriate locations to refer clients.
  • Determines eligibility and performs related case services at the sub-professional level for specialized cases of a relatively short term and less complex nature.
  • Makes referrals to and assists clients in use of other community resources.
  • Focuses on high risk, underserved populations with low testing rates and high risk for infection of HIV/HCV.
  • Engages, assesses, tests, identifies and links qualifying individuals to services as needed to include PREP services, HIV/HCV treatment services, primary care, and other related services within the community.
  • Maintains statistical records on children/families for monthly, quarterly and annual reports.
