About The Position

Ventus Executive Solutions is seeking a skilled Senior International Program Manager to support an innovative program office. You will provide leadership across Foreign Military Sales (FMS), cooperative international agreements, technology and data exchange efforts, and strategic engagement with U.S. and allied government stakeholders. This position requires a highly motivated professional with strong leadership abilities, technical credibility, and extensive experience managing international defense relationships. Join our innovative team and contribute to impactful national security initiatives. The work location is Washington, DC, with 20-30% CONUS and international travel required. A Secret Clearance is required, and a TS Clearance is preferred.

Requirements

  • Bachelor's degree in Engineering, Systems Engineering, Naval Architecture, Ocean Engineering, International Relations, National Security, Business, or a related discipline.
  • 10+ years of experience supporting Department of Defense or Department of the Navy international programs.
  • Demonstrated experience supporting or managing Foreign Military Sales (FMS) programs.
  • Experience developing and executing international cooperative agreements, Memorandums of Understanding (MOUs), Project Arrangements, or Security Cooperation initiatives.
  • Experience coordinating international technology transfer, information exchange, or data-sharing efforts.
  • Knowledge of U.S. Navy undersea warfare programs, acquisition processes, and international partnerships.
  • Demonstrated ability to engage senior government officials, military leadership, and international stakeholders.
  • Strong leadership, organizational, and communication skills.
  • Proven ability to work independently while managing multiple high-visibility initiatives.
  • Secret Clearance required.

Nice To Haves

  • Master's degree in Engineering, International Affairs, National Security, or Business Administration.
  • Experience supporting organizations such as: Navy International Programs Office (NIPO), NAVSEA International Programs, PEO Undersea Warfare (PEO USC), Naval Sea Systems Command (NAVSEA), Defense Security Cooperation Agency (DSCA), Office of the Secretary of Defense (OSD).
  • Familiarity with the Arms Export Control Act (AECA), International Traffic in Arms Regulations (ITAR), and Security Cooperation policies.
  • Experience working with allied partners including Australia, the United Kingdom, Canada, NATO nations, or Indo-Pacific partners.
  • Prior military experience within the U.S. Navy Submarine Force, Surface Warfare community, or Navy acquisition organizations is highly desirable.
  • Experience supporting undersea warfare capability development, maritime security cooperation, or multinational defense initiatives.
  • TS Clearance preferred.
