About The Position

The Staff Officer SME IV - Intelligence Planning Support serves as Premier's senior advisor to OSIP on the DoW intelligence planning process and the advancement of future ISR capabilities. The role supports OUSW(I&S) oversight of intelligence planning, refining concepts and procedures; provides policy, guidance, and oversight of the intelligence planning process throughout the DoW; coordinates with the Joint Staff, CCMDs, Combat Support Agencies, other DoW organizations, and the IC to assist CCMDs in the development, coordination, and approval of their deliberate plans; and prepares briefings, notes, and papers for senior leadership participation in the DoW plans approval process.

Requirements

  • Active Top Secret clearance with SCI eligibility; in-scope Tier 5 (T5) or T5 Reinvestigation per ICD 704.
  • Eligibility for SAP access per DoWM 5205.07-V2.
  • Bachelor's degree from an accredited university.
  • Minimum 10 years of staff officer or equivalent senior action-officer experience performing the functional responsibilities associated with the Staff Officer SME IV BPA LCAT.
  • Demonstrated experience with the Joint Operation Planning and Execution System (JOPES) / Joint Planning Process (JPP) or the intelligence planning annexes (Annex B) of deliberate/crisis action plans.
  • Demonstrated experience coordinating intelligence support to CCMD deliberate planning at the Joint Staff, CCMD J2/J5, OSD, or IC level.
  • Working knowledge of DoD planning construct (Guidance for Employment of the Force (GEF), Joint Strategic Campaign Plan (JSCP), and CCMD campaign and contingency plans).
  • Demonstrated experience drafting decision papers, staff packages, and executive briefings for flag-/general-officer or SES consumers.
  • Demonstrated experience coordinating across the DIE, IC, CCMDs, Joint Staff, and interagency partners.
  • Expert proficiency with Microsoft Office (Word, PowerPoint, Outlook) and secure collaboration tools.
  • Strong policy-writing discipline: well-organized, logically sequenced, factually grounded, and substantively free of grammatical or political bias issues.
  • Demonstrated ability to meet tight suspense-driven deliverables in a high-tempo OSD environment.
  • Working knowledge of DoW Manual 5110.04 (Correspondence Management) and equivalent staffing standards.

Nice To Haves

  • Degrees in national security studies, intelligence studies, operations research, strategic studies, or a related field are preferred.
  • Prior assignment to OUSW(I&S)/OUSD(I&S), Joint Staff J2/J5/J7, CCMD J2 or J5 (deliberate planning), DIA, or an equivalent planning-focused intelligence staff.
  • Graduate degree from a Senior Service College or an equivalent Joint planning-focused program (e.g., SAMS, SAASS, SAW, MAWS).
  • School of Advanced Military Studies (SAMS), School of Advanced Air and Space Studies (SAASS), or equivalent advanced planning program graduate.
  • Joint Planner qualification or functional planner designation.
  • Joint Professional Military Education (JPME) or equivalent.
  • Demonstrated experience with CATMS, JSAP, or equivalent correspondence and task management systems.

Responsibilities

  • Contribute to the planning and advancement of future ISR capabilities across the DoW intelligence enterprise.
  • Support OUSW(I&S) oversight of intelligence planning.
  • Refine concepts, procedures, and methodologies for the DoW intelligence planning process.
  • Provide policy, guidance, and oversight of the intelligence planning process throughout the DoW.
  • Coordinate with the Joint Staff, CCMDs, Combat Support Agencies, other DoW organizations, and across the IC to assist CCMDs in the development, coordination, and approval process for their deliberate plans.
  • Prepare briefings, notes, and papers for senior leadership to support participation in the DoW plans approval process.
  • Produce decision briefings, white papers, and staff packages on ad hoc schedule (Tech Exhibit 2).
  • Produce meeting minutes within five working days of applicable meetings.
  • Produce travel trip reports within ten working days when requested.
  • Contribute content to the Contractor's Monthly Status Report.
