About The Position

The Staff Officer SME IV - Reserve Integration Support serves as Premier's senior advisor to OSIP on the integration of Reserve Component (National Guard and Reserve) intelligence forces into OUSW(I&S) activities. The role provides recommendations for the development of OUSW(I&S) briefings; coordinates with CCMDs, Joint Staff, Military Services, Combat Support Agencies, IC, and other agencies on global issues; analyzes and supports CCMD intelligence capabilities and provides oversight of their progress and compliance; supports OUSW(I&S) oversight of intelligence planning; assists with policy oversight, implementation planning, and execution of Reserve integration support; and oversees initiatives related to Coalition and CCMD IT and information sharing.

Requirements

  • Active Top Secret clearance with SCI eligibility; in-scope Tier 5 (T5) or T5 Reinvestigation per ICD 704.
  • Eligibility for SAP access per DoWM 5205.07-V2.
  • Bachelor's degree from an accredited university.
  • Minimum 10 years of staff officer or equivalent senior action-officer experience performing the functional responsibilities associated with the Staff Officer SME IV BPA LCAT.
  • Demonstrated experience with Reserve Component (Army National Guard, Air National Guard, U.S. Army Reserve, U.S. Navy Reserve, U.S. Marine Corps Reserve, U.S. Air Force Reserve, U.S. Coast Guard Reserve, Space Force Reserve Component) intelligence forces at the Service Reserve Component headquarters, Joint Staff, OSD, or IC level.
  • Demonstrated understanding of Reserve Component mobilization authorities (10 USC §§ 12301, 12302, 12304, 12304a, 12304b) and the Selected Reserve / Individual Mobilization Augmentee constructs.
  • Working knowledge of Reserve Component intelligence force structure and the integration challenges between Active and Reserve intelligence units.
  • Demonstrated experience drafting decision papers, staff packages, and executive briefings for flag-/general-officer or SES consumers.
  • Demonstrated experience coordinating across the DIE, IC, CCMDs, Joint Staff, and interagency partners.
  • Expert proficiency with Microsoft Office (Word, PowerPoint, Outlook) and secure collaboration tools.
  • Strong policy-writing discipline: well-organized, logically sequenced, factually grounded, and substantively free of grammatical or political bias issues.
  • Demonstrated ability to meet tight suspense-driven deliverables in a high-tempo OSD environment.
  • Working knowledge of DoW Manual 5110.04 (Correspondence Management) and equivalent staffing standards.

Nice To Haves

  • Degrees in national security studies, intelligence studies, human resources, public administration, or a related field are preferred.
  • Prior assignment to OUSW(I&S)/OUSD(I&S), Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs, National Guard Bureau J2, a Service Reserve Component headquarters intelligence directorate, or an equivalent Reserve-focused intelligence staff.
  • Current or prior Reserve Component service in an intelligence career field.
  • Graduate degree in a relevant discipline.
  • Experience with Reserve Component manning, equipping, or training in an intelligence context.
  • Joint Professional Military Education (JPME) or equivalent.
  • Demonstrated experience with CATMS, JSAP, or equivalent correspondence and task management systems.

Responsibilities

  • Provide recommendations for the development of OUSW(I&S) briefings on Reserve Component intelligence integration.
  • Coordinate with CCMDs, Joint Staff, Military Services, Combat Support Agencies, IC, and other agencies on global issues affecting Reserve Component intelligence integration.
  • Analyze and support CCMD intelligence capabilities, providing oversight of their progress and compliance relative to Reserve Component integration.
  • Support OUSW(I&S) oversight of intelligence planning.
  • Refine concepts and procedures related to Reserve Component integration.
  • Assist with policy oversight, implementation planning, and execution of Reserve integration support.
  • Oversee initiatives related to Coalition and CCMD IT and information sharing.
  • Monitor and review actions and status of various systems and environments.
  • Produce decision briefings, white papers, and staff packages on ad hoc schedule (Tech Exhibit 2).
  • Produce meeting minutes within five working days of applicable meetings.
  • Produce travel trip reports within ten working days when requested.
  • Contribute content to the Contractor's Monthly Status Report.
