Philadelphia Gas Works (PGW) is the largest municipally-owned gas utility in the nation, supplying gas service in the City of Philadelphia to over 500,000 customers. PGW is dedicated to becoming the Greenest Natural Gas Delivery Company in the region. This role is responsible for the safety performance of job assignments and maintaining good housekeeping. The technician will work from complicated drawings, specifications, and sketches, and must be able to completely follow through on job assignments. They will install, operate, test, calibrate, maintain, and repair various types of measurement and control instruments, including electronic, mechanical, or pneumatic types, both manual and automatic. These instruments record, indicate, or control various parameters such as heating value, humidity, dew point, specific gravity, temperature, combustible mixtures, flow, height, odorant, volume, liquid level, speed, weight, and time. The role also includes work with analyzers (chemical, mechanical, and electronic), telematics or remote transmission, alarms and safety devices, clocks, and regulators. The technician will install wells, tubing, and thermocouples. A strong knowledge and understanding of the problems of gas measurement and control within plants, metering stations, and industrial supply runs is required, along with the ability to make adaptations of instruments for special jobs. The technician will conduct all necessary tests and instrument maintenance on such installations. They will also remove and install valves/regulations 4 inches and under, and paint and install simple supports for instruments and electrical equipment. This position requires the ability to perform all duties of a Technician and a Junior Technician. The role involves carrying and operating a radio when necessary, identifying material needed for jobs, and removing it from the storeroom. Direct assistance in the development of lower-graded classifications is also a responsibility, as is directing lower-graded classifications. Understanding the hazards of natural gas/LNG and experience working on natural gas/LNG applications is essential, as is understanding cryogenic applications. The technician must make reports for all repairs, tests, inspections, and calibrations of instruments. Qualification as an operator of plant vehicles such as trucks, forklifts, and loaders is required. Surface preparation for painting, applying primer and finish coating, and cleaning equipment, checking fluid levels, and reporting defective parts on plant vehicles are also part of the duties. The ability to operate various mill workshop tools is also mentioned. Assisting in opening and closing hand valves is required. Craft specialty work includes servicing and repairing DCS equipment, calibrating and troubleshooting instrument loops, servicing analyzer and recording instruments, checking and maintaining combustible gas indicators, checking and maintaining the plant odorization system, maintaining water and CO2 analyzers, installing, setting up, and calibrating new devices, setting up, programming, and installing plant transmitters, maintaining M&R station valves and regulations, operating various test equipment and plant systems, checking and maintaining Scott freedom oxygen detectors plant-wide, installing, setting up, and programming Moore site-programmable volt and milliamp limit trip alarms, setting up and installing chart recorders, maintaining, calibrating, and repairing Sensit Gold Gas Detectors, maintaining manual loading stations, installing and maintaining Hazardous Detection System components, and installing, programming, and setting up smart process control instrumentation. Safety is a shared responsibility, as is safe driving. Future technological advancements will not change essential functions unless deemed substantial and increasing workload. Maintaining a current TWIC (Transportation Worker Identification Credential) and OQ (Operator Qualification) is mandatory. The ability to work in inclement weather, general gas plant conditions, confined spaces, climb ladders/stairs, work at extreme heights, and don/doff a full-face respirator is required. Employees must always be clean-shaven per PGW Respirator Readiness policy 007-10 and wear required PPE. High reach, forklift, rigging, and signaling training are necessary. Knowledge of the Plant’s Emergency Alarm System is required, as is the ability to work extended hours and shifts if conditions require.
