About The Position

Designs and delivers programs to train all levels of personnel. Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities. Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques. Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments. May evaluate and/or oversee contractors or vendors to develop and/or administer training programs. May be responsible for development of e-learning programs.

Requirements

  • Bachelor's Degree and 10 years of relevant exempt experience; Master’s Degree and 8 year of relevant professional experience
  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
  • 6-8+ years of progressive instructional design experience, demonstrating end-to-end ownership of one or more large-scale learning initiatives.
  • Proven experience designing training in similar industry.
  • Strong proficiency with modern authoring suites and understanding of LMS capabilities, SCORM/xAPI standards, and digital content management architectures.
  • Understanding of change management principles to ensure adoption and smooth rollouts of new training programs across a diverse workforce.
  • Experience instructing adults in corporate, college, or community environment, whether virtual or in-person.
  • Excellent consultative communication skills; the ability to challenge assumptions, manage stakeholder expectations, and drive across conflicting priorities.
  • Strong organizational skills with evidence of managing multiple concurrent projects with tight operational deadlines.

  • Bachelor’s or Master’s degree in instructional design, educational technology, IO psychology, human resource development, or a related field.

Responsibilities

  • Serve as a primary internal consultant to operational business units, proactively building relationships with SMEs and leadership to understand their core business goals.
  • Conduct thorough front-end analyses and performance gap assessments. Distinguish between training needs and process or system issues, confidently guiding stakeholders toward the most effective human-performance interventions.
  • Translate complex technical, mechanical, and operational processes into structured, intuitive learning paths and curricula.
  • Design and develop comprehensive, multi-modal learning solutions including digital/e-learning, instructor-led training, on-the-job learning guides, and just-in-time performance support materials.
  • Lead project teams and collaborate seamlessly with specialized internal functions – including multimedia development, graphic arts, multi-media crews, and database administrators.
  • Serve as a peer-leader and mentor to instructional designers.
  • Develop strategies to measure behavioral application and impact to operational KPIs.
  • Partner with data and systems teams to leverage tools to monitor learning metrics.
