About The Position

This position is responsible for arranging, coordinating and overseeing internal and external specialist resources required to support owner oversight of the Residuals Treatment Facility and the planning, design and delivery of biosolids management and resource recovery initiatives as well as ongoing performance optimization and advancement of resource recovery opportunities. The role provides technical leadership in contract management, asset stewardship, regulatory coordination, and project delivery, as well as leading continuous improvement and innovation within the biosolids and resource recovery program, with the overarching objective of protecting public health and the environment, ensuring the CRD receives full value from its infrastructure and operating agreements, and supporting long-term, sustainable management of wastewater treatment residuals.

Requirements

  • Operational knowledge of Worksafe BC regulations regarding worker/contractor safety and Employer's responsibilities.
  • Excellent communications (verbal and written), interpersonal, and customer service skills are required.
  • Demonstrated understanding of contract administration and performance monitoring, including the ability to assess contractor compliance and manage risk in complex operating or service agreements.
  • Working knowledge and experience in the application and interpretation of federal, provincial and municipal legislation, regulations and guidelines related to liquid and/or solid waste management.
  • Ability to exercise sound professional and technical judgment in evaluating complex engineering issues and providing defensible recommendations.
  • Knowledge of asset management principles, including lifecycle planning, condition assessment, and risk-based prioritization for infrastructure systems.
  • Knowledge and ability to use various computer word processing, spreadsheet and project scheduling programs and databases.
  • Knowledge of project management principles and best practices.
  • Demonstrated experience with preliminary and detailed design functions and carry out feasibility studies including cost estimates.
  • Demonstrated experience in project and construction management, preparing work plans, contract documents and possessing good negotiation and conflict resolution skills.
  • Willing to be part of a high performance environment with the ability to work effectively efficiently and independently under stressful conditions often involving multiple deadlines and conflicting agendas.
  • Well-developed leadership, relationship-building and decision making skills.
  • Ability to prepare detailed and comprehensive technical reports, specifications, terms of reference, requests for proposals, contracts and specifications.
  • A minimum of 10 years' progressively responsible experience
  • Degree in a related discipline
  • Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
  • Valid BC Driver's Licence

Responsibilities

  • Provides technical leadership in support of the Residuals Treatment Facility, including monitoring contractor performance, supporting contract administration and ensuring compliance with contractual requirements and that the CRD receives expected performance and value under the operating agreement.
  • Leads technical planning, design and engineering oversight of biosolids management and resource recovery initiatives, including the Biosolids Advanced Thermal (Biochar) Project.
  • Supports long-term asset stewardship of the Residuals Treatment Facility, including evaluation of asset condition, identification of lifecycle risks, and provision of technical input to capital planning and renewal strategies.
  • Coordinates and oversees the work of consultants and other external specialists including review of technical submissions and monitoring of performance and deliverables.
  • Provides professional certification of work within field of expertise, including signing and sealing related design drawings and as-constructed record drawings as required.
  • Acts as the designated qualified professional for the biosolids program, including review, certification and sign-off of annual reporting and other required submissions to regulatory bodies and funding agencies, ensuring compliance with applicable standards, permits and agreements.
  • Provides professional and technical expertise, guidance and direction to staff and consultants, and acts as technical lead as assigned.
  • Acts as project manager on assigned projects, ensuring work is delivered in in accordance with CRD policies, procedures and standards, and within approved scope, schedule and budget.
  • Develops and executes engineering feasibility studies, including cost analysis and preparation of technical reports.
  • Leads various procurement processes including requests for proposals, invitation to tender, invitation to quote, etc. to secure consultants, contractors, or supplies.
  • Prepares and presents reports and recommendations to CRD staff, Committees, Councils, Advisory Groups and community associations.
  • Establishes and maintains effective communications between internal and external stakeholders to foster successful completion of projects and plans.
  • Acts as a primary contact and liaison with consultants, internal and external stakeholders.
  • Performs duties safely and ensures all related contractors and workers are informed and accountable for their duties under WorkSafe BC.
  • Follows all policies, procedures and standards of the CRD.
  • Performs other related duties as required.
