Working within the Technology & Digital Services (TDS) department and reporting to the Chief Information Officer, the Senior Information Technology (IT) Project Manager is responsible for the delivery of complex, high-impact IT projects that advance Parkland County’s strategic priorities. This includes ensuring projects are delivered on time, within scope and budget, and in alignment with quality, security, and compliance standards. This position applies standardized project and change management practices to manage risks, dependencies, and user impacts. It translates business needs into actionable plans, coordinates cross‑functional teams, and prepares users for technology‑driven change through clear communication, readiness activities, and adoption support. The Project Manager strengthens the County’s project and change management maturity by modeling best practices, enhancing portfolio visibility, and mentoring project resources. Through disciplined execution and strong engagement, this role enables the successful adoption of technology solutions that support reliable, secure, and resilient IT services.

Requirements

  • Bachelor’s Degree in Business, Computing, or a related field.
  • Minimum of five (5) years of experience in advanced IT Project Management, including end‑to‑end delivery of complex, multi‑disciplinary technology initiatives.
  • Demonstrated ability to plan, execute, monitor, and close projects using structured methodologies while managing scope, schedule, budget, quality, and dependencies in a public‑sector environment.
  • Ability to integrate change management practices as applied to technology initiatives into project delivery to support sustainable business outcomes and user adoption.
  • Participant and vendor management experience, including collaboration with executive sponsors, business leaders, technical teams, and external vendors.
  • Proven ability to manage expectations, negotiate priorities, resolve issues, and ensure accountability for deliverables and outcomes.
  • Experience in risk, financial, and governance management for IT projects, including identification and mitigation of delivery risks, budget tracking and forecasting, and adherence to established governance frameworks, approval processes, and reporting standards.
  • Ability to primarily work in-person at Parkland County Centre – 53109A HWY 779, Parkland County, AB.
  • A valid class 5 driver’s license and current, satisfactory driver’s abstract provided upon hire.
  • A satisfactory Criminal Record Check is required upon hire, excluding candidates under the age of 18 and current Parkland County employees.
  • Must be legally eligible to work in Canada.

Nice To Haves

  • Training in project and program management, organizational change management, Information Technology, business administration, risk management, cybersecurity or privacy would be considered assets.
  • Certification in any of the following would be preferred: PMP, Prince2, Agile certification, Prosci, ITIL, COBIT.
