About The Position

This position functions as the Division of Consumer Services (DCS) Lead Business Analyst. The role involves creating and maintaining functional documents that outline the business conducted within the Division and its five Bureaus. The incumbent will coordinate with Subject Matter Experts to define business processes, interact with development staff to explain business needs and translate them into technical requirements, and ensure applications are developed in accordance with ISDM protocols and Software Development Lifecycle standards. The role also includes coordinating IT resource needs and integration with department policies, staying updated on new technology, and developing recommendations for system design and enhancements. Additionally, the position is responsible for creating and maintaining training materials for all DCS applications, managing a database of these materials, and developing a review and update process. The incumbent will also maintain a list of documented bugs and enhancement requests, prioritize them with leadership, and coordinate on new development or system architecture. Responsibilities extend to creating and maintaining test plans, performing beta testing, and coordinating bug fixes. The role also involves creating Entity Relationship Diagrams (ERDs) and Data Dictionaries, assisting in the design of new applications/modules, and acting as a backup Project Manager.

Requirements

  • A high school diploma or its equivalent and five (5) years of information technology experience, two (2) years of which must have been in computer applications design or analysis experience in the business subject area.
  • OR Certification in the specific area of business or information technology can substitute for one (1) year of experience.
  • OR A bachelor’s degree (4 years) from an accredited college or university and four (4) years information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area.
  • OR A bachelor’s degree (4 years) from an accredited college or university with a major course of study in computer science or management information systems or business administration and three (3) years of information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area.
  • OR A master’s degree (6 years) from an accredited college or university with major course of study in computer science or management information systems, accounting, business administration (MBA) or business specific field (e.g. insurance) and two (2) years of information technology experience, one (1) of which must have been in computer applications design or analysis experience in the business subject area.

Responsibilities

  • Create and maintain a list of functional documents outlining the business conducted in the Division and its five Bureaus.
  • Coordinate with Division, Bureau, and Subject Matter Experts to define business processes.
  • Interact with development staff to explain business needs and translate them into technical requirements ('tech talk').
  • Coordinate with the Project and Portfolio Management Office (PPMO) and Office of Agriculture Technology Services (OATS) to ensure DCS applications are developed according to ISDM protocols and Software Development Lifecycle standards.
  • Coordinate with OATS regarding IT resource needs and integration with department enterprise policy and procedures.
  • Stay abreast of new technology, software development, and information system use.
  • Develop and implement recommendations for system design and enhancements with input from OATS staff.
  • Create and maintain training materials for all applications used in DCS, including DOCS and LIMS systems.
  • Coordinate with Division, Bureau, Subject Matter Experts, and application development staff to ensure accuracy of business rules and policies in training materials.
  • Maintain a database of all training materials and develop a scheduled review process and update plan.
  • Maintain a list of documented bugs in existing applications and/or changes/enhancements to existing applications.
  • Coordinate with the Division Information Officer (DIO), Division Director, and pertinent Bureau Staff to prioritize bug fixes and/or changes/enhancements.
  • Coordinate with DIO, Division Director, pertinent Bureau Staff, and Subject Matter Experts on any new development or system architecture needed for DCS.
  • Create and maintain test plans for new development and/or bug fixes, independent of application developers.
  • Perform beta testing of applications and coordinate with development staff to fix issues before user acceptance testing.
  • Create and maintain an Entity Relationship Diagram (ERD) and Data Dictionary for systems used in DCS.
  • Assist in designing any new applications/modules required in DCS, including architecture, business layer, and application front end.
  • Act as the backup Project Manager (DIO) on projects in the Division of Consumer Services.
  • Perform other related duties as required.
