About The Position

The Senior Human Services Program Specialist provides technical assistance to community-based organizations, private businesses, and medical entities for the development, implementation, and expansion of HIV prevention programs and services. This role involves organizing and participating in local HIV prevention campaigns and events, coordinating with high-volume venues like jails and drug treatment facilities for timely HIV/Syphilis screening and follow-up care. The specialist conducts personal interviews with individuals infected with STDs to educate them on their infections, treatment, and to facilitate partner notification and referral to medical care. Key responsibilities also include communicating health literacy activities to increase HIV awareness, providing pre and post-test counseling and rapid HIV testing in clinics and outreach settings, and maintaining accurate client files within the CAREWare system as a primary liaison with the HIV Early Intervention Services program.

Requirements

  • Knowledge of basic medical and drug terminology.
  • Knowledge of the transmission, prevention and risk reduction of STDs, HIV/AIDS, Hepatitis.
  • Knowledge of health promotions and disease preventions.
  • Knowledge of basic computer skills including ability to utilize database, spreadsheet.
  • Knowledge and ability to share information on STDs and HIV/AIDS.
  • Knowledge of Universal (Standard) precautions and infection control practices.
  • Knowledge of contact investigation, tracing and notification of communicable diseases.
  • Skill in motivational interviewing and counseling.
  • Skill in telephone and in-person interviewing to complete investigation with the clients.
  • Skill in testing for select STDs, including drawing blood, performing rapid tests.
  • Ability to interview patients.
  • A Bachelor’s Degree from an accredited University and 4 years experience with the HIV continuum of care.
  • Professional or nonprofessional experience as required above can substitute on a year for year the required college education.

Responsibilities

  • Provide technical assistance to community-based organizations, private business and medical entities on development, implementation, and expansion of HIV prevention programs and/or services for the HIV affected/effected community.
  • Organize and/or participate in local HIV prevention campaigns and events as assigned.
  • Coordinate with local jail, drug treatment facilities, and other high-volume venues that provide service to high-risk clients, to provide timely screening and/or testing for HIV/ Syphilis and ensure appropriate treatment and follow up care.
  • Coordinate and conduct timely personal interviews with individuals infected with sexually transmitted diseases for the purpose of educating clients regarding their infections and appropriate treatment and medical care and developing plans to locate and refer sex/IV partners to medical care.
  • Communicate Health Literacy/Health Education activities to increase individuals’ awareness of HIV status and facilitate access to HIV care system using HIV testing, referral services and linkage to care.
  • Provide HIV pre and post-test counseling and rapid testing (anonymous and confidential) in Community Health clinic and in outreach settings/events.
  • Orders and maintains HIV testing kits according to FDOH HIV testing policies.
  • Serve as primary liaison with HIV Early Intervention Services program, maintain accurate and up to date client files and link with the CAREWare system.
  • Performs other related duties as assigned.
