About The Position

Multiple permanent Senior Human Resource Business Partner (Human Resource Analyst 3) opportunities available on our collaborative Oregon State Hospital (OSH) Employee and Labor Relations Team! You’ll enjoy a flexible hybrid work schedule with 3 days working in our Salem office at the Oregon State Hospital, and 2 days remotely. Our services include psychiatric evaluation, diagnosis, and treatment, as well as community outreach and peer support.

Requirements

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND three years of Human Resource professional-level experience related to the position.
  • OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND four years Human Resource professional-level experience related to the position.
  • OR Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
  • Experience in Labor and Employee Relations
  • An understanding of collective bargaining agreements, employment policies, employment law and related HR regulations.
  • Capable of interpreting and applying complex legal and policy frameworks to real-world workforce situations.
  • Curiosity, Collaboration, and Continuous Learning
  • Comfortable seeking input, asking thoughtful questions, and acknowledging when additional information or expertise is needed.

Responsibilities

  • Serve as trusted advisors to leadership, helping navigate sensitive and complex employee matters, labor relations issues, workplace investigations, organizational change, and critical workforce challenges.
  • Partnering with and advising management on collective bargaining agreement (CBA) and policy interpretation, performance management, conducting fact-finding investigations, and preparing clear, well-supported investigation reports and disciplinary documentation.
  • Consult, collaborate, and build trust with diverse internal and external customers including management, union representatives, and employees.
  • Facilitate discussions, resolve conflicts, and guide employee and labor relations processes.
