About The Position

The Wyoming Department of Transportation (WYDOT) is seeking a full-time Senior Grant Specialist for its Highway Safety Program in Cheyenne, Wyoming. This role is crucial for improving traffic safety by ensuring effective strategies and countermeasures to reduce traffic injuries and fatalities. The Senior Grant Specialist will manage federally funded traffic safety programs, ensuring fiscal responsibility and effectiveness. Requirements

  • Knowledge of writing grants and contracts
  • Knowledge of Federal Rules and Regulations 23 CFR 1300 and 2 CFR 200
  • Knowledge in expenditure tracking, project review, and project activities as required by Federal Grant Regulations
  • Knowledge of safety issues and associated information: seatbelts, child restraints, airbags, impaired driving, traffic violations, and national campaign efforts
  • Knowledge of descriptive statistics, data compilations, and summarization with the ability to summarize information for public consumption
  • Knowledge of the agency accounting reports verifying expenditure pass-through
  • Knowledge of evaluating data and writing a narrative report of findings
  • Knowledge of other state and WYDOT programs/committees related to traffic safety
  • Bachelor's Degree (typically in Business)
  • 0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II
  • OR 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

Responsibilities

  • Performs all aspects of grant management for assigned grant program areas to include fiscal oversight, sub-recipients’ federal compliance monitoring, and technical assistance
  • Reviews grant funding requests within assigned program areas for applicability
  • Writes grant agreements, internal scope of work, and amendments to include required elements from Federal regulation, State regulation, and department audit section requirements
  • Verifies monthly expenditures and supporting documentation, makes corrections as needed to vouchers and expenditure reports
  • Maintains documentation of transactions per general accounting procedures and National Highway Traffic Safety Administration (NHTSA) audit requirements
  • Ensures expenditures are allowable and do not exceed grant limitations and the scope of the project
  • Monitors project activities, objective progress, and compliance with federal rules and regulations
  • Performs annual on-site monitoring of sub-recipients’ activities and expenditures
  • Provides technical assistance for sub-recipients within assigned program areas
  • Participates in federal and state financial audits of assigned grant program areas
  • Analyzes behavioral data determining trends to aid decision making, as to grant awards
  • Analyzes behavioral-related traffic records information to determine trends affecting safety on Wyoming roadways for inclusion in the Highway Safety Performance Plan and Problem Identification reports
  • Provides program area narratives and budgets for inclusion in reports
  • Interprets applications' reasonableness and past performance of sub-recipients
  • Rewrites appropriate grant funding requests into project narratives for inclusion in the Highway Safety Plan
  • Summarizes assigned program areas in narratives detailing project successes and/or challenges and final budgets
