About The Position

The Senior Grants and Contracts Manager / Deputy Project Lead will provide day-to-day operational leadership for a federal professional services team supporting grant and contract monitoring, grantee performance review, report review, research and evaluation support, dissemination support, budget/financial tracking, and related program support activities. This role serves as the senior delivery lead supporting the Program Manager and ensuring that assigned analysts and workstreams produce accurate, timely, well-documented, and useful work products for Government review. The ideal candidate has deep experience in federal grants, contracts, program operations, human services programs, research/evaluation support, and stakeholder coordination. This role is especially important because the Program Manager provides senior oversight, while the Deputy Project Lead provides embedded daily coordination across the high-volume grant and contract support activities.

Requirements

  • Master’s degree in public administration, public policy, business, social sciences, human services, research/evaluation, finance, communications, or a related field.
  • 10+ years of experience supporting grants, contracts, project management, program oversight, research/evaluation, strategic communications, financial tracking, or related federal program support activities.
  • At least 2 years of experience supporting HHS, or similar human services, family assistance, workforce, social services, or grant-making programs.
  • Experience reviewing grantee, contractor, recipient, or program performance materials and preparing findings, summaries, or recommendations for Government or senior leadership review.
  • Experience analyzing program data, cost data, performance data, or report submissions.
  • Experience leading or coordinating the work of analysts, subject matter contributors, or cross-functional support teams.
  • Strong writing skills with experience drafting reports, briefing materials, summaries, meeting notes, action trackers, and leadership-facing products.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and collaboration tools.

Responsibilities

  • Serve as the day-to-day operational lead for grant, contract, program, research, dissemination, and financial tracking support activities.
  • Support the Program Manager in coordinating analyst work assignments, tracking task status, reviewing outputs, and ensuring timely completion of deliverables.
  • Lead processes for reviewing grantee or recipient performance information, including regular check-ins, review of submitted reports, analysis of recipient data, and preparation of summaries for Government review.
  • Support technical report reviews by assessing completeness, quality, findings, trends, risks, and follow-up items.
  • Lead or support methods to track grant and contract activities against expected schedules, milestones, reporting requirements, and program priorities.
  • Analyze program, performance, grant, contract, financial, and operational data to identify trends, risks, gaps, and recommended follow-up actions.
  • Draft report sections, briefing materials, meeting summaries, action item trackers, performance summaries, and other written products for Government review.
  • Support research and evaluation activities, including study coordination, data review, synthesis of findings, and preparation of summaries or dissemination materials.
  • Support strategic communication and dissemination activities, including coordination of web content, e-blasts, social media content, data visualization, dashboards, briefing materials, and stakeholder-facing products.
  • Support financial tracking activities involving grant or contract funding, cost data, budget execution status, and leadership reporting.
  • Provide quality review of analyst work products before submission to the Program Manager or Government stakeholders.
  • Help identify risks, data gaps, quality issues, schedule concerns, or process weaknesses and recommend corrective actions.
  • Support development and maintenance of project management tools, status trackers, performance metrics, and recurring reporting artifacts.
  • Participate in meetings with Government staff, grantees, contractors, or other stakeholders, as appropriate.
  • Ensure all support remains advisory, analytical, and administrative in nature and does not cross into inherently governmental decision-making.
