About The Position

Nakupuna Companies is seeking a Senior Grant Specialist to support the Department of State (DoS) Bureau of Global Acquisitions (GA). The DoS has a robust Acquisition Program with an average annual spend portfolio of ~$12 billion executed through approximately 25,000 contract transactions and $4.7 billion executed through approximately 1,200 federal assistance (grants) awards supporting a diverse mission set. GA reports to the Undersecretary for Management and has three organizational elements: Acquisition Management Directorate (GA/AM), Acquisition Policy Directorate (GA/AP), and Federal Assistance Directorate (GA/FAM).

Requirements

  • Ten (10) years of experience in Federal assistance process, including practical knowledge of federal regulations and policies.
  • Extensive demonstrated experience in the full lifecycle federal assistance.
  • Foreign Assistance Act

  • Smith-Mundt Act
  • 2 CFR 200
  • 2 CFR 600
  • Other applicable OMB and Federal assistance regulations.
  • Bachelor’s Degree from an accredited college or university.
  • Secret clearance.

Responsibilities

  • Assist warranted Grants Officers in reviewing, analyzing, and evaluating pre-award due diligence requirements for grants and assistance awards.
  • Conduct and document pre-award risk assessments and pre-award surveys of applicants in accordance with the requirements of 2 CFR 200.206.
  • Assist warranted Grant Officers in drafting and preparing.
  • Assist warranted Grant Officers in establishing and maintaining program planning, monitoring and oversight procedures in accordance with applicable federal laws and regulations to ensure effective tracking of assistance funding throughout the award life cycle, from pre-award through closeout.
  • Assist warranted Grant Officers in processing award modifications, maintaining official award files, reviewing grantees progress and financial reports to ensure compliance with Federal award terms and conditions.
  • Collaborate with recipients’ organizations throughout the award lifecycle to resolve grant related issues and analyze program information to support funding priorities and program objectives.
  • Provide support to grantees with grants management system registration, access and.
  • Provide Grant Auditor support with accounting and Federal Audit Clearing House expertise to assist in drafting grantee corrective action plans, review monitoring plans, risk assessment and special award provisions.
  • Safeguard all sensitive but unclassified (SBU) information in accordance with applicable Federal laws.
  • Provide support to warranted Grants Officers regarding award terminations, timely close-outs of grants, cooperative agreements, and other assistance instruments in accordance with applicable laws, regulations and policies, deobligations, unliquidated obligations and reconciliation of award funds, and return of federal funds to the U.S. Treasury.
