About The Position

The City of San Bernardino is seeking a highly skilled and motivated Senior GIS Analyst to support citywide operations through innovative geographic information systems, data analysis, and technology solutions. The Senior GIS Analyst independently performs a variety of complex professional GIS assignments in developing and maintaining GIS databases and providing analytical support for a variety of City department operations. The incumbent applies GIS theories, principles, software and data to produce custom and standard maps, data displays and other products to meet customer requirements. In addition, the incumbent assists in performing systems administration functions and activities.

Requirements

  • Bachelor’s Degree in geographic information systems, computer science, management information systems, or a closely related field.
  • At least five (5) years of progressively responsible experience in designing, implementing, and administering complex GIS databases, systems and applications or working as the GIS Analyst or the City.
  • A valid California driver’s license is required.
  • Must be able to pass a background investigation.
  • Must be able to carry a pager and respond to emergency service.
  • Knowledge of Geographic information system concepts, design methods, development tools, and analytical techniques.
  • Knowledge of Applicable programming languages and development tools.
  • Knowledge of Relational database systems.
  • Knowledge of Principles, practices, and techniques of mapping and computer-aided design and drafting.
  • Knowledge of Civil engineering design concepts, methods, and terminology.
  • Knowledge of Advanced analytical techniques using computer science and GIS technology.
  • Knowledge of Systems analysis methods and techniques applicable to GIS applications development.
  • Knowledge of Basic principles and practices of systems administration and maintenance.
  • Knowledge of Federal, state, and local laws and regulations.
  • Knowledge of Principles and practices of sound business communication.
  • Knowledge of Principles, practices and methods of project management.
  • Knowledge of Correct English usage, including spelling, grammar, and punctuation.
  • Skill in Identifying GIS technology management issues and opportunities, analyzing problems and alternatives, and developing sound conclusions and recommendations.
  • Skill in Planning, organizing, and completing relational database projects.
  • Skill in Setting priorities and carrying out assigned projects.

Responsibilities

  • Designing and managing enterprise GIS databases, datasets, and data layers.
  • Developing interactive web maps, dashboards, custom applications, and spatial analysis tools.
  • Performing advanced GIS analyses to support planning, engineering, public safety, infrastructure, and other operational initiatives.
  • Collaborating with departments across the organization to identify business needs and develop GIS-based solutions.
  • Compiling and integrating data from a variety of sources to support informed decision-making.
  • Producing custom maps, reports, and visualizations.
  • Administering GIS applications and related technologies.
  • Maintaining GIS servers.
  • Managing user access and permissions.
  • Troubleshooting technical issues.
  • Providing technical assistance and training to City staff.
  • Staying current on emerging GIS technologies and recommending innovative solutions that enhance the City's capabilities and services.
