Senior Full Stack Developer - Geospatial Services

Government of AlbertaCalgary, AB
CA$100,407 - CA$132,993Remote

About The Position

The Alberta Public Service works to build a stronger province for current and future generations. We make a difference in the lives of Albertans through rewarding and diverse career opportunities. Technology and Innovation is responsible for making innovation and technology the driving force behind Alberta’s economic growth and diversification. The passionate and solutions focused people that we hire help us to drive vital programs and services that affect Albertans. Whatever your position is here, you will be a part of something great. Join us! The Business Technology Operations branch within the Ministry of Technology & Innovation plans for, implements, operates, and supports the digital services foundation technologies and platforms hosting the digital systems and data that empower business partners' services across the Government of Alberta (GOA). The branch ensures that modern technologies, including both on-premises and cloud-based hosting environments, along with an operating framework are in place to support the GoA's digital and data strategies. The branch is also responsible for the implementation, operation, and support of corporate electronic content management services as well as legacy business applications in accordance with policies and standards. Reporting within the geospatial services team, this position designs and implements modern, AI-enabled software solutions and leads their delivery end to end. Working in an iterative, continuous-delivery environment where requirements and solutions evolve through close collaboration with cross-functional teams and users, you will combine solution design, hands-on full stack development, and technical leadership to deliver applications that leverage GIS technologies and are built to be maintainable, secure, and sustainable. This is a hands-on role that combines solution design with active development and delivery; design decisions are made and proven through implementation, and the focus is on designing, building, and delivering applications end to end.

Requirements

  • University graduation in Computer Science, Information Technology or a related field.
  • Minimum of 4 years of experience in: Proven experience as a full stack developer designing, developing, deploying, and maintaining scalable web-based applications end to end within cross-functional Agile teams, delivering complete product and project outcomes.
  • Strong proficiency in modern full stack development, including JavaScript/TypeScript and front-end frameworks (React or similar); back-end development (C#/.NET, Node.js, Python or equivalent); relational and NoSQL databases; cloud platforms; and modern authentication/authorization (OAuth2, OpenID Connect, JWT or equivalent).
  • Experience with modern software engineering practices and the full delivery lifecycle: Git-based source control, CI/CD pipelines, automated testing (unit, integration, end-to-end), DevOps principles, production support, and structured application lifecycle and change management.
  • Demonstrated ability to lead technical delivery hands-on, owning solution design, making architecture decisions through implementation, mentoring developers, and driving products to a reliable, sustainable production state (a hands-on technical lead, not a design-only or oversight-only role).
  • Practical experience using generative AI and agentic development tools to accelerate and improve software delivery, with the judgment to critically evaluate AI-generated output for accuracy, risk, and sensitivity before use.
  • Demonstrated experience designing and building applications that consume and integrate GIS services (map, feature, image, and geoprocessing services or similar) using Esri ArcGIS and/or open-source GIS technologies.
  • Working knowledge of core spatial concepts, including coordinate reference systems, spatial data, and web services, required to build GIS-enabled applications competently.
  • Demonstrated ability to work across diverse technology stacks and rapidly adapt to new tools, frameworks, and project environments while maintaining high-quality delivery standards.
  • A related two-year diploma in computer technology or a related discipline from a recognized post-secondary institution and six (6) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.

Nice To Haves

  • Experience with the Esri application stack, such as ArcGIS Experience Builder, ArcGIS Maps SDK for JavaScript, and the ArcGIS API for Python.
  • Experience with spatial ETL and integration tooling (FME or equivalent) and event-driven, API-gateway, and OpenAPI-based integration patterns.
  • Advanced experience with enterprise geodatabase design and spatial indexing, including coordinate reference system management at scale.
  • Experience with spatial database administration and performance tuning (SQL Server, PostgreSQL/PostGIS, or equivalent).
  • Experience developing mobile or field spatial solutions (e.g., field data collection, asset inspection, or location-aware workflows).
  • Experience with API and event-driven integration patterns (e.g., GraphQL, gRPC, WebSockets, message-driven architectures), and SRE-style practices such as infrastructure-as-code, observability, monitoring, and incident response.
  • Experience building AI-augmented routines, workflows, or agentic solutions, including techniques such as retrieval-augmented generation (RAG) and prompt/evaluation pipelines rather than only consuming AI tools.
  • Experience producing technical documentation (high/low-level designs, architecture decision records, data dictionaries) and communicating technical concepts to diverse audiences.
  • AI or Machine Learning certification from a recognized provider (e.g., Microsoft, Google, AWS, or equivalent).
  • Esri Technical Certification — Enterprise Administration or Developer track.
  • FME Certified Professional.
  • TOGAF 9 Foundation or Professional.
  • Certified Geographic Information Professional (GISP) or equivalent credential.

Responsibilities

  • Build the applications that turn spatial data into real-world decisions, end to end and hands-on, with AI as your co-developer.
  • Design a solution, build it, and deliver it to a reliable, sustainable product while leading and mentoring others.
  • Design and build end-to-end full stack solutions, translating business and operational needs into scalable, secure front- and back-end applications that leverage GIS technologies.
  • Own delivery across the full lifecycle, from solution design through development, testing, deployment, and ongoing enhancement ensuring products are reliable, maintainable, and sustainable in production.
  • Make and document architecture and design decisions within delivered solutions, selecting and integrating appropriate technologies (enterprise GIS such as ArcGIS Enterprise, open-source frameworks, custom components) for long-term value and fit-for-purpose design.
  • Design and build integrations and spatial data flows that connect GIS services (map, feature, and geoprocessing services) with enterprise applications, APIs, and data platforms.
  • Orchestrate generative and agentic AI throughout the development lifecycle to accelerate delivery and improve quality, validating AI outputs and safeguarding sensitive information.
  • Provide hands-on technical leadership: lead delivery, guide design, mentor developers, and set engineering and quality standards while remaining actively engaged in the build.
  • Ensure quality, security, and reliability through modern engineering practices leveraging Git-based source control, CI/CD pipelines, automated testing, and structured application lifecycle and change management.
  • Provide production support, investigate issues, and drive modernization by reducing technical debt, retiring legacy components, and enabling reusable patterns and services.
