About The Position

Arcadis is seeking a highly skilled and motivated Senior FTA/FRA Grant Compliance Manager to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). This is a unique, high-impact opportunity for a seasoned compliance professional to play a pivotal role on a once-in-a-generation rail infrastructure program, collaborating with some of the most talented minds in the industry. We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Requirements

  • Bachelor’s degree in a relevant field (e.g., Public Administration, Transportation, Engineering, Business, or related discipline)
  • 7–10 years’ experience in leading compliance oversight programs, specifically with FTA grants and federal transportation funding.
  • Prior experience as a grant recipient and/or managing federal grants compliance for large-scale infrastructure projects.
  • Direct experience conducting Triennial Reviews, Comprehensive Oversight Review, Technical Assistance Program (CORTAP), and other FTA compliance reviews/audits.
  • In-depth working knowledge of FTA and FRA regulatory requirements and reporting standards.
  • Experience completing and conducting reviews or audits on behalf of the Federal Transit Administration.
  • Strong understanding of project delivery in complex, multi-stakeholder environments.
  • Ability to identify, assess, and prioritize compliance and delivery risks.
  • Exceptional technical writing skills; able to produce clear, concise reports and recommendations.
  • Strong analytical and problem-solving skills; detail oriented.
  • Effective communicator, able to collaborate with diverse teams and influence at all levels.
  • Proven ability to provide strategic guidance and manage competing priorities in a high-profile, fast-paced setting.
  • Willingness and ability to travel throughout the NY/NJ Metro Area as needed.

Responsibilities

  • Establish and maintain a robust Compliance Oversight and Monitoring Program Plan for the HTP.
  • Evaluate and update existing policies and procedures to ensure alignment with all federal (FTA/FRA/ USDOT) requirements.
  • Perform spot checks and periodic audits to assess adherence to established protocols.
  • Collaborate across GDC departments to identify, prioritize, and assess compliance risks impacting the project.
  • Develop and implement methodologies for risk ranking based on priority and potential impact.
  • Conduct in-depth reviews of high-priority risks for compliance with all applicable federal rules, regulations, and guidance.
  • Prepare and deliver detailed reports, findings, and recommendations for corrective action to GDC leadership.
  • Monitor and verify that corrective actions are implemented and compliance is achieved.
  • Track and manage correspondence, audit requests, and reviews initiated by USDOT, FTA, or FRA.
  • Lead the drafting of responses to federal agencies, providing strategic guidance and technical direction to GDC leadership.
  • Coordinate the collection and timely submission of supporting documentation from internal departments to ensure deadlines are met.
