About The Position

The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. The Ministry of Affordability and Utilities has a unique opportunity for an experienced Senior Financial Operations Analyst. Reporting to the Manager of Financial Reporting and Operations, the Senior Financial Operations Analyst plays a key role within the Ministry's finance team by leading a broad range of financial management functions and projects. The position is responsible for overseeing accounts payable, accounts receivable, inter-unit transactions, journal entries and other financial processing activities for the Ministry. It also resolves complex transactional and system issues related to 1GX financial processing while ensuring the integrity and accuracy of financial data. Applying extensive financial expertise, the position ensures compliance with Public Sector Accounting Standards (PSAS), Government of Alberta (GOA) directives and guidelines, and recognized financial management best practices.

Requirements

  • University degree in a related field plus 5 years progressively responsible related experience. Equivalences may be considered.

Nice To Haves

  • Professional accounting designation (CPA) is considered an asset.
  • Ability to interpret government and departmental financial legislation, regulations and policies - Financial Administration Act, Sustainable Fiscal Planning and Reporting Act, Government Organization Act and various Treasury Board and Finance directives and guidelines.
  • Good understanding and working knowledge of transaction processing within a large enterprise accounting system (e.g. 1GX) and other government and ministry specific applications.
  • Extensive experience in the ability to interpret and apply complex accounting policies and principles to Ministry/Department scenarios.
  • Strong project management skills and ability to prioritize multiple competing priorities within tight timelines.
  • Experience developing, implementing, or maintaining financial controls, policies, procedures, or process improvement initiatives within a public sector or large organizational environment.

Responsibilities

  • Ensure the timely and accurate recording, processing and reporting of financial information to support Ministry operations.
  • Work closely with Financial Reporting team to ensure information and updates affecting both areas are exchanged on a timely basis ensuring efficiency in the process.
  • Serve as the subject matter expert on financial legislation, regulations, policies and procedures, providing guidance and interpretation to management and staff.
  • Interpret and apply financial and auditing directives issued by Treasury Board and Finance, the Public Sector Accounting Board (PSAB) and the Office of the Auditor General (OAG).
  • Prepare and review complex reconciliations, working papers and financial reports to support internal and external audits and ensure audit readiness.
  • Coordinate the maintenance, upgrade, user acceptance testing and reengineering of financial systems to allow efficient, effective processing and reporting of financial transactions.
  • Lead and support financial operational processes, including reconciliations, operational audits, specialized financial reporting and related accounting transactions.
  • Ensure Ministry compliance with the Financial Administration Act.
  • Coordinate the maintenance, upgrade, user acceptance testing and reengineering of financial systems to allow efficient, effective processing and reporting of financial transactions.
  • Monitor financial operations to ensure adherence to accounting principles, government policies, and established financial management best practices.
