Senior Financial Consultant Primary Responsibilities will be indirect rates management, strategic financial planning and financial forecasting tool support. These efforts are critical in supporting our Optum Serve quarterly financial forecasts, annual provisional billing rate submission and performance analysis inquiries that frequently come from Optum Health. This role will be instrumental in evaluating and implementing any new forecasting platform or evaluating alternative business operations (i.e. changes in contract performance, winning new business, or acquisition/divestiture of business operations). Delay in filling this position could mean less timeliness in normal business finance operations and work overload on existing staff. This position is full time, Monday - Friday. Employees are required to have flexibility to work any of our shift schedules during our normal business hours of 8:00 am - 5:00 pm. It may be necessary, given the business need, to work occasional overtime. This will be on the job training and the hours during training will be aligned to your schedule, Monday - Friday.

Requirements

  • Bachelor’s degree (or higher) in Accounting, Finance, OR related field
  • Must be 18 years of age OR older
  • 4+ years of progressive finance/accounting experience in a government contracting environment.
  • Experience managing indirect rate structures
  • Knowledge of FAR, DFARS, CAS
  • Analytical, problem-solving, and financial modeling skills
  • Ability to work full time, Monday - Friday. Employees are required to have flexibility to work any of our shift schedules during our normal business hours of 8:00 am - 5:00 pm. It may be necessary, given the business need, to work occasional overtime.
  • Ability to keep all company sensitive documents secure (if applicable)
  • Required to have a dedicated work area established that is separated from other living areas and provides information privacy.
  • Must live in a location that can receive a UnitedHealth Group approved high-speed internet connection or leverage an existing high-speed internet service.
  • Comprehensive understanding of government cost principles and audit requirements
  • Precision in financial calculations, documentation, and compliance reporting.
  • Ability to partner across functional areas to achieve compliant and competitive cost solutions.
  • Guiding teams through complex audits, proposals, and system enhancements
  • Excellent written, verbal, and presentation communication abilities

  • Experience with ERP systems (e.g., Deltek Costpoint, Cognos Business Intelligence, Peoplesoft, Onestream)

Responsibilities

  • Develop, maintain, and monitor indirect rate structures (fringe, overhead, G&A, service centers, etc.) in compliance with FAR, CAS, and corporate policies.
  • Prepare annual provisional billing rate submissions and analyze incurred cost submissions for government customers.
  • Perform variance analysis between provisional, forecasted, and actual rates; recommend adjustments and corrective actions.
  • Partner with operational and project management teams to assess cost impacts of indirect rate changes.
  • Support audits and negotiations with CMS related to indirect rates.
  • Provide financial modeling and rate impact analysis to support business development and strategic pricing decisions.
  • Support long-range planning and forecasting of indirect cost pools and base structures.
  • Collaborate with leadership to align rate strategies with competitive positioning and profitability goals.
  • Administration functions such as scenario copy, updating data tables and adding new users.
  • Collaborating with team members to develop or enhance reports.
  • Testing and evaluating programing enhancements or bug fixes.
  • Troubleshooting unexpected issues; recommend improvements and work with IT staff to implement.
  • Develop what/if scenarios and summarize outcomes.
