About The Position

Sayres is seeking an experienced Senior Financial Analyst in Washington, DC with a SECRET clearance, verifiable in JPAS. The Senior Level Financial Analyst will support the PMS 300T Service Craft Program and will be responsible for applying expert knowledge of Navy accounting, finance, budgeting, execution and reporting, and data information systems to provide focused Budget Execution and Acquisition Reporting support to the PMS 300T Program Office. This role requires the ability to lead, direct, and perform analytical support in various financial areas, including supporting the Navy's use of DoD financial accounting systems, preparing budget exhibits and other PPBE process products, assisting in budget defense, preparing acquisition and budget financial reporting, and supporting financial documentation development. The analyst will also maintain financial status records, track funding documents, manage the status of funds, compile support documentation for PRs, and ensure programmatic obligations and expenditures are within benchmarks. Experience performing financial analysis with mid-level budget analysts and coordinating/processing PRs using the Navy Enterprise Planning Financial System (NEPS) and Enterprise Resource Planning (ERP) is essential. The position requires strong organizational, time management, interpersonal, and communication skills, with a willingness to work effectively with a team of government and industry professionals. The ability to work in a fast-paced environment, independently and as part of an integrated team, is also crucial. The role involves extensive use of MS Office Suite and requires an active Secret security clearance verifiable in JPAS. The work location is the DC area, with 3-5 days/week at the Washington Navy Yard.

Requirements

  • Bachelor's degree or High School diploma or equivalent AND equivalent experience in lieu of degree.
  • Minimum of ten (10) years of relevant experience.
  • Experience with various Navy data repositories, such as PBIS, ERP, RDAIS, NEPS, TPS etc.

  • Active Secret security clearance verifiable in JPAS.

Responsibilities

  • Apply expert knowledge of Navy accounting, finance, budgeting, execution and reporting, and data information systems to provide focused Budget Execution and Acquisition Reporting support to the PMS 300T Program Office.
  • Lead, direct, and perform analytical support in one or more of the following areas: Apply knowledge to support the Navy's use of DoD financial accounting systems including Program Budget Information System (PBIS), Enterprise Resource Planning (ERP), and ASN RD&A Information System (RDAIS).
  • Prepare Budget Exhibits, Congressional Staffer briefs, POM briefs and issues slides, TPS input, and other products to support the Navy's PPBE process (DON, BES, PB cycle).
  • Assist in developing and defending budget resource requirements.
  • Prepare acquisition and budget financial reporting including, Acquisition Program Baselines (APBs), Obligation Phasing and Allocation Spend Plans, and Total Program Costs.
  • Apply knowledge in supporting the Navy's development of financial documentation with emphasis on SCN and OMN.
  • Support the Navy business, financial, and acquisition reporting data information systems and documents to provide support to the Budget Execution, Budget Development and Defense, and Acquisition Reporting.
  • Maintain financial status and history records, reports, and assessments to identify program financial resources and shortfalls and obligations and expenditure data.
  • Execute, update, and track weekly funding documents and financial status funds reports and providing financial inputs to the Program Manager/Business Financial Manager reports.
  • Understand and support development and management of budget requests/spend plans.
  • Manage the status of funds and recommend alternative solutions, tracking funding documents from obligations to expenditures.
  • Compile support documentation for PRs, such as Statements of Work, draft contract modifications, for reimbursable, direct cites and contracts.
  • Ensure programmatic obligations and expenditures are within benchmarks.
  • Perform financial analysis with mid-level budget analysts.
  • Coordinate, compose, and process PRs using the Navy Enterprise Planning Financial System (NEPS), to include proper documentation for processing PRs to execute in Enterprise Resource Planning (ERP) (i.e., reimbursable, contracts, direct cite, etc.).
