About The Position

BizFirst is assisting our client with recruiting a Senior Financial Analyst III to support the Comptroller for Commander, Naval Surface Forces, U.S. Pacific Fleet (CNSP) in San Diego. The analyst will provide senior-level financial management support with a strong focus on Navy Enterprise Resource Planning (Navy ERP), financial reconciliations, data analysis, and metrics and dashboard reporting. The position also supports Financial Improvement and Audit Remediation (FIAR) and broader audit-readiness activities as part of the overall financial management mission. Our client is a boutique consulting firm that employs consultants and professionals with specialized skills to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning software implementation.

Requirements

Secret clearance required.
Bachelor's degree in accounting, finance, or business from an accredited U.S. college or university, or equivalent significant Navy financial-management experience.
Minimum five (5) years of relevant Navy or Department of Defense financial-management experience, including financial analysis, systems-based reporting, and reconciliations.
Recent experience, within the last two years, serving as a Lead Financial Program Analyst or in a comparable senior financial-analysis role.
Demonstrated experience planning, directing, coordinating, and analyzing financial activities, including recommending alternative funding approaches.
Hands-on experience using Navy ERP to research financial activity, analyze budget execution, support reconciliations, and generate recurring and ad-hoc reports.
Demonstrated experience performing trial balance and feeder-system reconciliations, analyzing variances, and resolving abnormal balances or other financial-data discrepancies.
Experience developing financial metrics, dashboards, and leadership reporting using Power BI, Advana, Excel, or comparable business-intelligence tools.
Experience generating financial reports or analysis using DTS, WAWF, Jupiter, Microsoft Access, or other Navy and Department of Defense financial systems.

Nice To Haves

Experience supporting a Navy comptroller organization or surface-force financial-management mission.
Advanced Power BI or Advana experience, including data modeling, dashboard design, data validation, and executive-level visualization.
Experience developing Navy ERP training, standard operating procedures, desk guides, and repeatable financial-reporting processes.
Working knowledge of FIAR, audit-readiness, internal-control, and supporting-documentation requirements within a federal financial-management environment.
Strong written and verbal communication skills, including experience briefing senior leaders and turning detailed financial data into clear recommendations.

Responsibilities

Serve as Lead Financial Program Analyst with full authority for contractor performance and daily contract operations, including work prioritization and coordination with the CNSP Comptroller.
Plan, direct, coordinate, and analyze accounting and financial activities to support the effective and efficient use of CNSP resources.
Support budget development, fund execution, cost tracking, forecasting, and variance analysis, and recommend corrective actions or alternative funding approaches when needed.
Use Navy ERP to research transactions, analyze financial activity, monitor execution, and produce accurate recurring and ad-hoc financial reports.
Perform and document trial balance, subsidiary ledger, feeder-system, and transaction-level reconciliations to confirm completeness and accuracy.
Investigate and help resolve variances, abnormal balances, unmatched transactions, unsupported adjustments, and other financial-data discrepancies.
Validate and compare financial information across Navy ERP, Defense Travel System (DTS), Wide Area Workflow (WAWF), Advana, Jupiter, Microsoft Access, and Excel.
Develop and maintain financial metrics, key performance indicators, dashboards, and recurring management reports using Power BI, Advana, Excel, and other approved reporting tools.
Establish consistent metric definitions, source-data rules, validation procedures, and reporting schedules so dashboards and financial reports remain timely and reliable.
Analyze trends, exceptions, and emerging financial issues, then translate the findings into clear briefings, recommendations, and action items for financial and program leadership.
Support FIAR, audit-readiness, and contract-compliance activities by maintaining sound supporting documentation, validating financial data, and helping address identified deficiencies.
Develop and sustain Navy ERP training strategies and update standard operating procedures, desk guides, reporting instructions, and learning materials.
Identify practical process improvements across financial and business systems and provide program support through meeting coordination, briefing materials, agenda development, and action tracking.
