Description of responsibilities: The Senior Financial Analyst, General Accounting assists the Vice President of Finance, General Accounting in the daily financial operations, including payroll, accounts payable, and P-Card activity. This role is responsible for financial analysis, reporting, audit preparation and budgeting process.

Requirements

  • Seven (7) years of progressive experience in accounting and payroll management, preferably in a government setting
  • Experience with payroll processing, accounts payable, and general accounting functions
  • Experience in financial reporting, budget analysis, and audit preparation
  • Experience working with ERP systems and payroll software
  • Strong knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of Government Accounting Standards (GASB) preferred
  • Strong understanding of auditing principles and financial reporting
  • Proficiency in Microsoft Office Suite, including advanced Excel skills
  • Ability to analyze unexpected results when working on financial reports.
  • Strong project management and organizational skills with the ability to manage multiple priorities
  • Excellent communication skills with the ability to collaborate across departments
  • Strong problem-solving and critical thinking abilities
  • Basic knowledge of municipal water, wastewater and stormwater services.
  • Bachelor’s degree in Accounting, Business, or a related field, or an equivalent combination of education and experience

  • Knowledge of Government Accounting Standards (GASB) preferred

Responsibilities

  • Oversee and review all aspects of bi-weekly payroll processing, including time entry approvals, leave tracking (PTO, sick, FMLA), and payroll funding
  • Review and approve payroll reports, payouts, and staff work products to ensure accuracy
  • Manage and review accounts payable processes, including invoice approvals, P-Card transaction verification, and general ledger coding
  • Ensure proper cost allocation and budget alignment for expenditures
  • Review and approve journal entries, including payroll, cash transfers, inventory, and other general accounting transactions
  • Perform monthly balance sheet reconciliations and support ad hoc journal entries
  • Monitor and support month-end close activities, including accruals, reconciliations, and financial reporting
  • Perform income statement variance analysis and ensure accurate monthly financial reporting
  • Analyze operational expenses and perform budget analytics
  • Prepare and compile audit workpapers and assist with annual audit processes
