The purpose of this position is to supervise the daily operations of the Biosolids Department and manage the safe, efficient transportation, disposal, and contract administration of biosolids and related hauling operations throughout the utility. This position is responsible for leading a team of Equipment Operators/Truck Drivers, managing multiple service contracts, overseeing departmental budgets, coordinating biosolids hauling for nine wastewater treatment facilities, and ensuring regulatory compliance. This position serves as the primary liaison between Toho and multiple contracted service providers, develops long-term capital improvement plans and annual operating budgets, coordinates hauling schedules, oversees contractor performance, and provides leadership for departmental staff through training, performance evaluations, scheduling, and employee development. The employee also assists with procurement activities, contract development, capital planning, and continuous improvement initiatives that enhance operational efficiency and reduce operating costs.
