About The Position

Aecon is a leader in nuclear construction, focusing on extending the life of existing nuclear stations and executing new builds in Canada and the U.S. They offer a full spectrum of Engineering, Procurement, and Construction (EPC) nuclear services. The Federal Procurement Manager, reporting to the Federal Compliance Director, is responsible for ensuring the Federal Procurement Department supports Aecon US business operations for procuring goods and services for US-based federal projects. This role ensures procurement is on-time, compliant with Aecon policies, procedures, US law, and regulations, and achieves the best value. The position will also build out the Federal Procurement Team, consisting of Requisition Writers and Buyers, and will be responsible for Corporate Level Procurement for the Federal Organization. This position requires U.S. citizenship due to access to nuclear facilities and information governed by U.S. federal regulations.

Requirements

  • Minimum 3 to 5 years of related experience at a federal contractor level or equivalent in procurement and acquisitions knowledge.
  • Capable of comprehending and learning Federal Procurement standards from the FAR and DFARS.
  • Bachelor’s degree in a business-related field (e.g., Business Administration, Management, Finance, Marketing) required.
  • Exceptional presentation, training, and interpersonal skills to effectively educate cross-functional and commercial teams on federal requirements.
  • Computer literate in Microsoft Office (MS) Suite products.
  • Strong communication and customer service abilities.
  • Capacity to perform market research and support strategic source selection based on customer and market insights.
  • U.S. citizenship required.

Responsibilities

  • Oversee and execute the step-by-step process flows for all federal procurement packages, ensuring compliance with Aecon policies, procedures, customer requirements, FAR, DFARS, DEAR, and associated standards.
  • Act as the primary trainer and mentor for all procurement specialists (federal and commercial) on federal procurement methods, threshold requirements, and Contractor Purchasing System Review (CPSR) audit readiness.
  • Ensure purchase packages contain appropriate mandatory contractual flow-downs to ensure compliance with customer commitments and proactively identify and mitigate enterprise risk.
  • Ensure timely and compliant issuance of purchase packages with subcontractors and vendors to support business operations, with all awards executed by an empowered officer.
  • Identify opportunities for efficiency improvements through process enhancements, map new federal process flows, and assist in drafting required policies and procedures.
  • Provide timely support and assistance to the estimating team with requests for pricing and total project cost at all stages of the project lifecycle, ensuring cost and price analyses meet federal documentation standards.
  • Support the execution of the socioeconomic supplier program, tracking small business utilization, and assisting with federal reporting.
  • Assist procurement management with inputting procurement and subcontract requirements into the costing and purchasing systems (SAP).
  • Conduct supplier and job site visits as needed to assess current operating procedures and help develop new business processes.
  • Ensure alignment and coordination with Aecon Construction Group initiatives and directives.
  • Perform other duties and responsibilities as assigned by the Federal Procurement Manager.
  • Act as a functional leader, process gatekeeper, and primary trainer for buyers, purchasing agents, expediters, and commercial procurement staff executing federal work.
