About The Position

Cetechs is seeking a highly experienced Federal acquisition professional to serve as a Senior Federal Acquisition Support Specialist / Team Lead supporting the U.S. Department of Veterans Affairs (VA), Veterans Health Administration, Regional Procurement Office – Central. This position will provide senior-level cradle-to-grave acquisition support while also providing technical leadership and guidance to a team of acquisition support specialists. The position is primarily remote, with occasional travel to the employee's nearest VA facility for onboarding, fingerprinting, PIV processing, Government equipment issuance, meetings, or other Government-directed requirements.

Requirements

  • At least 5 years of recent Federal acquisition experience within the last 7 years.
  • Demonstrated experience performing comprehensive and complex Federal acquisition support.
  • Extensive working knowledge of FAR, VAAR, Federal acquisition regulations, policies, and procedures.
  • Demonstrated experience performing both pre-award and post-award acquisition activities.
  • Experience supporting acquisitions above the Simplified Acquisition Threshold.
  • Experience handling complex Federal contract actions.
  • Bachelor's degree in any field.
  • At least 24 semester hours in any combination of: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, Organization and Management.
  • Qualifying Federal acquisition certification or equivalent acquisition training, such as: FAC-C, FAC-C Professional, DAWIA Contracting certification, Courses leading to Federal contracting certification, Equivalent commercial acquisition/contracting coursework.
  • U.S. Citizenship Required.
  • Must successfully complete VA fingerprinting and background investigation requirements.
  • Must complete required VA security, privacy, and Rules of Behavior training.
  • Must be able to obtain and maintain required VA system access and PIV credentials.
  • Must be able to work independently in a remote environment.
  • Must be available 40 hours per week.

  • Experience in one or more of the following Federal acquisition areas: Complex professional or healthcare services, Construction contracting, Architect-Engineer contracting, Real property leasing, Contract modifications, Source selections, FAR Part 13 acquisitions, FAR Part 15 acquisitions, FAR Part 36 acquisitions, FAR Part 43 contract modifications, VA acquisition and contracting systems.
  • Working knowledge of: Microsoft Teams, Word, Excel, Outlook, PowerPoint, SharePoint, Adobe Acrobat, Government contract writing systems such as eCMS, SAM.gov, CPARS, FPDS-NG, GSA eBuy, GSA Advantage.
  • Prior Department of Veterans Affairs acquisition experience and VA eCMS experience are strongly preferred.
  • Ability to lead and provide technical guidance to acquisition personnel.

  • Ability to collaborate with multiple stakeholders.
  • Ability to analyze complex contracting issues.
  • Ability to review and improve acquisition and source-selection documentation.

Responsibilities

  • Lead and provide technical guidance to acquisition support specialists.
  • Provide cradle-to-grave support for complex Federal acquisitions.
  • Support Contracting Officers and Contract Specialists during pre-award and post-award activities.
  • Develop acquisition strategies and acquisition plans.
  • Conduct and oversee market research.
  • Assist with development and review of Statements of Work and Performance Work Statements.
  • Prepare solicitations, amendments, awards, modifications, and related procurement documentation.
  • Develop and review Independent Government Cost Estimates (IGCEs).
  • Conduct complex cost and price analysis.
  • Prepare price reasonableness recommendations.
  • Support source-selection planning and documentation.
  • Review procurement packages for FAR, VAAR, and agency compliance.
  • Support contract administration, modifications, options, changes, and claims.
  • Assist with contractor performance monitoring and QASP activities.
  • Support contract termination and closeout activities.
  • Analyze difficult contracting issues and recommend alternative courses of action.
  • Coordinate with Government leadership, Contracting Officers, Contract Specialists, CORs, program offices, requiring activities, and other stakeholders.
  • Review acquisition documentation for accuracy, adequacy, completeness, and compliance.
  • Support multiple acquisition programs, sites, and service lines.
  • Provide leadership and technical direction to the contract support team.
