Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. Job Description The Sr. Estimator works under the general direction of the Estimating Manager, this role performs as a team member who is responsible for developing cost estimates. The employee works in the Program Management & Oversight Branch under the California High- Speed Rail Authority’s Office of the Program Delivery.

Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years of work-related experience or a combination of education and directly related experience equal to nineteen (19) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Must have 15+ years of estimating experience with minimum 10 years in transit work with typical project size over $1B.
  • Knowledge of all design and construction disciplines means, and methods used on CAHSRA program and transit infrastructure work in general.
  • Ability to develop appropriate internal and external resources to facilitate the development of accurate cost estimates in a schedule driven program environment.

Nice To Haves

  • Bachelor of Science in Civil Engineering or Construction Science/Management
  • Proficiency and knowledge and experience of computer software applications Microsoft Excel, Microsoft Word, Microsoft Outlook, and cost management software.
  • Must have 15+ years of estimating experience with minimum 10 years in transit work with typical project size over $1B.
  • Bachelor of Science in Civil Engineering or Construction Science/Management.
  • Professional certification as cost estimator and/or engineer is preferable.
  • Work experience on large programs with proven track record.
  • Experience in database driven estimating software (Timberline, Heavy Bid, HCSS, Onscreen Takeoff).
  • Experience with analyzing, reviewing, and estimating of change orders and the ability to showcase advanced negotiation skills.
  • Ability to produce oral and written presentation to client and other stakeholders.
  • Can communicate effectively with different disciplines to obtain scope of work and other information and manage the development of estimates.
  • Ability to read blueprints and generate, quantities, work breakdown structure and scope of work.
  • Effective communication skills with different disciplines to obtain scope of work and other information and manage the development and review of schedules.
  • Ability to create an estimate plan leading to deliver a complete estimate complying with program requirements.
  • Experience in supervising junior and mid-level estimators and cost analysts.

Responsibilities

  • Work on the development of all capital cost estimates for CAHSR from planning conceptual level to final design and construction cost estimates.
  • Facilitate the development of information used to develop cost estimates with all internal and external stakeholders.
  • Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports.
  • Support the review of Contractor estimates and claims.
  • Help develop policies and procedures for programmatic cost estimating.
  • Other duties as assigned
