Senior Estimator / Preconstruction Manager
About The Position
Berg Construction is seeking an experienced heavy civil estimator to lead the identification, pursuit, estimation, and negotiation of construction projects. The ideal candidate will possess a deep understanding of excavation and underground construction, real-world production knowledge, and established relationships within the southeastern/southcentral Pennsylvania construction market. This role involves taking opportunities from initial contact through to award and project turnover, with estimating support provided for takeoffs, solicitation, and quote gathering. The focus is on strategic bid development and winning profitable work, not just processing bids. The company's typical projects range from $500K to $5M and include mass excavation, grading, underground utilities, stormwater, sanitary and water systems, landfill construction, and related heavy civil/site development work. Projects are approximately 70% private and 30% public, located within a 60-90 minute radius of Morgantown, PA.
Requirements
- Approximately 8–10+ years of meaningful heavy civil experience.
- Understanding of how excavation and underground work gets built.
- Comfortable discussing production rates and equipment with field personnel.
- Ability to review pricing with suppliers.
- Skilled in negotiating with developers or GCs.
- Existing relationships in the regional construction market.
- Ability to build new relationships.
- Experience using HCSS HeavyBid is preferred, but experience with other estimating platforms is acceptable as construction knowledge is prioritized.
- Understanding of construction, production, risk, pricing, and people.

Responsibilities
- Personally building detailed heavy civil estimates and bids.
- Leading estimates in HCSS HeavyBid.
- Evaluating plans, specifications, quantities, production, crews, equipment, materials, subcontractors, schedule, and risk.
- Developing bid strategy alongside Berg's President and Owner.
- Helping determine which opportunities to pursue.
- Developing relationships with GCs, developers, engineers, owners, municipalities, suppliers, and industry partners.
- Finding opportunities instead of simply waiting for invitations to bid.
- Developing budgets, VE ideas, constructability solutions, and negotiated opportunities.
- Presenting proposals and helping sell the work.
- Following opportunities through negotiation and award.
- Formally turning successful projects over to our operations team.
- Comparing estimates to actual project performance to improve future estimates.
- Mentoring and developing estimating support personnel.
- Helping lead a larger preconstruction department.
