About The Position

The Senior Business Project Manager (ERP Implementation) serves as the Client's primary, dedicated department-level leader for the statewide transition from the legacy accounting system to the modern Oracle Fusion platform. Reporting directly to the Director of the Office of Budget and Accounting, this hybrid role requires a unique blend of strategic project management, meticulous business process analysis, and change management. The consultant will not configure the software; instead, they will audit, document, and prepare internal processes, interfaces, reporting, and personnel to ensure a seamless operational cutover, running through full post-implementation stabilization.

Requirements

  • Bachelor’s degree in Business Administration, Accounting, Finance, Information Technology, or a related field (Master’s degree or relevant executive experience preferred).
  • Minimum of 8 to 10 years of progressive, hands-on experience managing complex business transformations, enterprise-level ERP financial implementations, detailed process mapping, and project delivery.
  • Mastery of current/future-state process mapping (Visio/Lucidchart), stakeholder management, and cross-functional project management frameworks.
  • Cross-Functional PM / BA Hybrid Experience Required 8 Years
  • Business Process Mapping & Tools Required 8 Years
  • Change Management & Communication Planning Required 8 Years
  • Large-Scale ERP / Financial System Implementations (Atleast 2 implementations) Required 6 Years

Responsibilities

  • Serve as the central point of coordination leadership, OIT, OMB, vendors, and the centralized . Maintain risk registers, project schedules, issue logs, and executive readiness scorecards.
  • Audit, optimize, and map current fiscal workflows (appropriation management, encumbrances, federal grants, accounts payable/receivable) into a comprehensive Fiscal Operations Process Library.
  • Document all local systems, peripheral databases, and manual spreadsheets leveraging legacy data to identify technical gaps, SimpliGov workflow dependencies, and data conversion risks.
  • Inventory all mission-critical fiscal reports, identifying updates or redevelopments required to align with the new NJHIVE Chart of Accounts (COA).
  • Design and execute a Department-wide Change Management and Communications Plan. Author user manuals, build the Future-State Fiscal Operations Manual, and administer role-specific training programs.
  • Coordinate local staff participation in State-led testing phases. Manage deployment cutover protocols and provide dedicated hands-on stabilization support (Hypercare) through the first full fiscal year close post-go-live.
