About The Position

The Engineering and Asset Management, Signals and Communication office is looking for a Senior Engineering Lead. In this role you will provide technical advice to peers and senior management at all levels of the agency and manage multidisciplinary engineering professionals and outsourced contract teams related to works performed on the Metrolinx Owned Rail Network and manage risk-based assurance and audit programs for Signalling and Train Control assets during all phases of the asset lifecycle. You will be responsible for the development and compliance of technical and Asset Management standards, specifications, and review technical gaps in the engineering management of projects and work with project delivery teams to ensure those issues are mitigated.

Requirements

  • Completion of a University Degree in Engineering and rail sector or related industry experience, or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in Signalling disciplines or a combination of design, delivery, testing and commissioning, operations, and maintenance of comparable railway systems in a comparable role.
  • Working knowledge of Conventional Heavy Rail Railway Signals.
  • Proficient in change and risk management and assessment initiatives to be able to support the team and make timely decisions to manage cost, schedule and reputational risk and address issues.
  • Proficient in the Signalling and Train Control engineering discipline to be able to serve as subject matter expert (SME) representative in the Signalling asset class discipline designation.
  • Knowledgeable in whole-life cost modeling processes and methods and able to support the translation of asset strategies into planned actions to achieve levels of service objectives and requirements.
  • Knowledge of railway signalling infrastructure and related construction projects.

Nice To Haves

  • P.Eng. designation or C.E.T. certification will be an asset.
  • Communications Based Train Control (CBTC) or Enhanced Train Control (ETC) or Positive Train Control (PTC) Systems in addition to Heavy Rail would be an asset.
  • Experience in Safety in Design (SiD), Interdisciplinary Design Review (IDR) and System Engineering (SE) processes and principles will be an asset.

Responsibilities

  • Act as the Signals & Communications (S&C) technical authority supporting engineering assurance across CPG, SOGR, and Level Crossing projects
  • Lead and perform technical reviews of design, construction, testing, and commissioning deliverables to confirm compliance with Metrolinx standards (GIs, Codes of Practice, Design Manuals)
  • Oversee and validate the evidence required to demonstrate system readiness, including: design approvals, test plans and results, commissioning records, in-service documentation
  • Serve as the primary point of contact for S&C technical issues, supporting: contractor inquiries, PDT technical decisions, systems engineering assurance processes, Rail corridors maintenance and Operations
  • Provide SME sign-off and technical acceptance required to support: Systems Review Panels (SRP), Operational Readiness Panels (ORP), MSCC and in-service approvals
  • Review and assess deviations from standards, ensuring risks are understood, mitigated, and formally accepted
  • Identify gaps in design, construction, or testing that could impact safety, reliability, or operability, and work with delivery teams to resolve them prior to commissioning
  • Support and enforce a consistent engineering assurance process, ensuring all required artefacts are complete, reviewed, and properly controlled
