About The Position

The Senior Engineer is a full-performance professional engineering position within the City of Lone Tree Public Works & Mobility Department. Reporting to the City Engineer, the position independently performs and leads complex engineering work involving municipal infrastructure, private development, stormwater and water quality, and capital improvement projects. The Senior Engineer serves as a senior technical and program lead within the Engineering Work Group. The position exercises substantial independent professional judgment in planning, reviewing, designing, delivering, constructing, and managing complex engineering projects and programs; provides senior technical review and quality assurance; mentors Engineers and technical staff; and leads consultants, contractors, and multidisciplinary teams. Depending on organizational needs and the successful candidate’s qualifications and experience, the position may have a primary specialization in one or more of the following functional areas: Stormwater, drainage, water quality, MS4, GESC, and floodplain engineering; Development review and development-related infrastructure; and/or Capital improvement planning, design, project management, and construction delivery.

Requirements

• Bachelor’s degree in Civil Engineering or a closely related engineering discipline from an accredited college or university.
• Five (5) years of progressively responsible professional engineering experience, including demonstrated responsibility for complex engineering projects, programs, or technical assignments.
• Experience should demonstrate increasing independence, technical judgment, leadership of project teams or consultants, and responsibility for outcomes.
• Requires registration as a Professional Engineer (P.E.) in the State of Colorado at the time of appointment, or the ability to obtain Colorado registration within a timeframe established by the City.
• Requires a valid Colorado driver’s license or the ability to obtain one within a timeframe established by the City.

Nice To Haves

• Experience in municipal or public-sector engineering is strongly preferred.
• Relevant certifications or specialized training in stormwater, floodplain management, GESC, transportation, construction management, project management, or related areas are preferred when applicable to the assignment.

Responsibilities

• Performs full-performance professional engineering work on large, complex, and multidisciplinary municipal engineering projects and assignments from inception through completion.
• Exercises independent professional judgment in evaluating plans, designs, studies, reports, specifications, construction conditions, regulatory requirements, and proposed solutions.
• Serves as a senior technical resource to the Director of Public Works and Mobility, City Engineer, Engineers, Project Mangers, inspectors, consultants, contractors, developers, other City departments, and external partners.
• Provides senior technical review, peer review, quality assurance, mentoring, and lead work to Engineers, inspectors, and technical staff.
• Leads or supports the development, interpretation, application, and periodic update of engineering standards, criteria, specifications, procedures, workflows, and technical guidance; recommends changes to the City Engineer.
• Identifies complex technical, regulatory, contractual, or project-delivery issues; evaluates alternatives and risk; and develops clear recommendations for resolution.
• Makes technical and engineering decisions within adopted criteria and delegated authority and elevates policy, precedent-setting, high-risk, major financial, legal, public-commitment, or responsible-charge matters to the City Engineer.
• Leads and coordinates consultants, contractors, technical specialists, inspectors, and other project participants on assigned projects and programs, including matrix direction without formal supervisory authority.
• Supports cross-training, knowledge transfer, succession planning, and continuous improvement within the Engineering Work Group.
• Represents the City in technical meetings with partner agencies, developers, consultants, contractors, utilities, districts, stakeholders, and the public as assigned.
• Prepares and presents technical reports, recommendations, project information, and program updates to City leadership, City Council, boards, commissions, stakeholder groups, and the public as assigned.
• Leads implementation, documentation, and continuous improvement of the City’s MS4 permit program and associated stormwater and water-quality programs within direction established by the City Engineer.
• Maintains and periodically updates the MS4 Program Description Document and related program manuals, procedures, forms, and records, including the Construction Site/GESC Manual, Post-Construction Stormwater Management Manual, Illicit Discharge Detection and Elimination Manual, Facility Runoff Control Plan, and Public Education and Outreach Manual; recommends substantive policy or program changes to the City Engineer.
• Tracks MS4 permit obligations, projects, exceptions, corrective actions, inspections, training, public education and outreach, and other compliance activities; prepares or coordinates annual reports, certifications, supporting documentation, and program evaluations.
• Leads the City’s GESC/construction-site stormwater program, including review of construction stormwater plans, permit administration, inspection of applicable sites, documentation of deficiencies, compliance assistance, enforcement coordination, corrective actions, and required recordkeeping.
• Leads the post-construction stormwater program, including development review, review and acceptance of permanent control measures, final and post-construction inspections, operations and maintenance documentation, long-term maintenance oversight, enforcement coordination, and records management.
• Leads implementation of the IDDE program, including MS4 mapping, scheduled and complaint-based screening, investigation and tracing, response coordination, source removal, enforcement coordination, documentation, reporting, and annual program evaluation.
• Coordinates municipal-facility runoff control and pollution prevention/good housekeeping activities, including facility inspections, spill prevention and response, maintenance observations, staff and contractor training, corrective actions, and records.
• Develops and delivers stormwater-specific training for City staff, inspectors, contractors, and other responsible parties; prepares or coordinates public education and outreach materials and activities required by the MS4 program.
• Maintains or coordinates the inventory and condition information for City-owned stormwater assets and supports asset-management, maintenance, rehabilitation, and lifecycle planning for storm sewer systems, water-quality facilities, detention facilities, channels, outfalls, inlets, and related infrastructure.
• Reviews complex drainage reports, stormwater management plans, grading plans, water-quality and detention facilities, floodplain studies, and related technical submittals for conformance with adopted criteria and applicable regulatory requirements.
• Coordinates with the Mile High Flood District, CDPHE, Douglas County, neighboring jurisdictions, utilities, metro districts, HOAs, and other regulatory or regional partners on stormwater, drainage, floodplain, water-quality, and MS4 matters.
• Leads or performs senior engineering review of complex, high-impact, or technically difficult private development projects.
• Reviews subdivision plans, roadway plans and profiles, grading plans, drainage and water-quality plans, traffic-related engineering elements, technical studies, easements, right-of-way documents, development agreements, sureties, and other development submittals.
• Interprets and applies adopted City engineering criteria and applicable County, State, and Federal requirements; identifies conformance, nonconformance, conditions, and needed revisions.
• Evaluates proposed development impacts on existing and planned public infrastructure and identifies appropriate roadway, drainage, stormwater, utility, access, and related improvements.
• Coordinates engineering review with Planning, Legal, Public Works Operations, Finance, utilities, metro districts, HOAs, consultants, developers, and other reviewing agencies.
• Provides senior technical recommendations regarding subdivision improvement agreements, site improvement agreements, development agreements, easements, sureties, infrastructure obligations, and infrastructure acceptance; refers legal, policy, precedent, or material risk issues to the City Engineer and City Attorney as appropriate.
• Identifies right-of-way and easement needs, reviews legal descriptions and exhibits, and supports the easement and right-of-way acceptance process.
• Provides engineering support during development construction, including resolution of complex field conditions, design modifications, nonconforming work, punch-list items, inspection questions, and infrastructure acceptance.
• Tracks development project design approvals, construction approvals, inspections, corrective actions, closeouts, and acceptance documentation.
• Supports development and improvement of development-review procedures, standards, workflows, electronic review processes, and interdepartmental coordination practices.
• Mentors Engineers involved in development review and provides senior-level peer review and quality assurance.
• Manages complex capital improvement projects from planning and scoping through design, procurement, construction, acceptance, closeout, and warranty.
• Develop project scopes, schedules, budgets, cost estimates, procurement strategies, risk assessments, communication approaches, and delivery plans for assigned projects.
• Manages engineering consultants and coordinates multidisciplinary design teams, inspectors, materials-testing firms, contractors, utilities, and partner agencies.
• Prepares and administers RFQs, RFPs, Invitations for Bid, consultant selections, bidding processes, contract documents, notices, addenda, amendments, and other procurement activities within assigned authority.
• Monitors project schedules, expenditures, funding requirements, risks, deliverables, quality, and consultant or contractor performance; maintains accurate project and contract records.
• Coordinates right-of-way, easement, utility, permitting, environmental, traffic control, materials, and agency requirements associated with capital projects.
• Leads design and construction meetings and coordinates resolution of technical and field issues, including unusual conditions, nonconforming work, claims, and disputes.
• Reviews proposed contract amendments and change orders, evaluates cost and schedule impacts, negotiates within delegated authority, and prepares recommendations for required approvals.
• Reviews payment applications, quantities, project documentation, acceptance requirements, claims, closeout documentation, final payment, and warranty obligations.
• Coordinates construction inspection and materials-testing services and provides senior engineering support to inspectors and project teams.
• Manages stakeholder and public coordination for assigned projects and responds to difficult or sensitive technical inquiries within delegated authority.
• Supports projects involving Federal, State, regional, or partner funding and associated requirements, including CDOT, FHWA, FEMA, and other agency processes as applicable.
• Assists the City Engineer with development and implementation of the annual and multi-year Capital Improvement Program by providing project-level information, alternatives, schedules, costs, risks, and recommendations.
