About The Position

The Senior Director, U.S. Policy Analytics will lead Bristol Myers Squibb’s (BMS) U.S. policy analytics capability, translating evolving U.S. policy signals into decision-ready insights for senior leadership and policy stakeholders. This role is responsible for scenario modeling and policy impact quantification for various U.S. reforms, including Medicare and Medicaid reforms, tariff and trade implications, affordability initiatives, price controls, Pharmacy Benefit Manager (PBM) reforms, the Inflation Reduction Act (IRA), and the 340B Drug Pricing Program. The individual will lead a U.S. policy analytics team that integrates U.S. policy implications into enterprise planning and produces analytics to strengthen policy research evidence packages, advocacy narratives, and executive communications. This leader will proactively identify and shape priority areas for U.S. policy analytics, ensuring analytics agendas inform policy research evidence generation and enable effective external policy engagement. The Senior Director will collaborate with cross-functional teams to anticipate emerging trends, assess portfolio and enterprise implications, and ensure leadership is well-positioned in a dynamic policy environment. The role also involves fostering innovation through BMS’s enterprise-wide digital transformation initiatives, including the application of AI-powered analytics.

Requirements

  • Advanced degree preferred (e.g., MBA, MPH, MPP, PharmD, PhD, or equivalent).
  • Minimum of 10 years of experience in health policy, policy analytics, financial forecasting, government pricing, or related commercial analytics roles.
  • Deep understanding of U.S. healthcare policy, government pricing, and reimbursement frameworks.
  • Demonstrated ability to operate effectively in ambiguous and rapidly evolving policy environments, setting priorities and influencing senior decisionmakers through data driven insight.
  • Proven leadership experience managing and developing high performing analytics teams.
  • Strong executive presence with the ability to communicate complex analyses clearly and persuasively to senior internal and external stakeholders.

Responsibilities

  • Lead the U.S. Policy Analytics sub-team, serving as a strategic thought partner to the U.S. Policy and Government Affairs leadership, and across the Global Policy and Government Affairs organization.
  • Proactively identify, prioritize, and shape the U.S. policy analytics agenda, aligning analytics efforts with policy research evidence needs and external policy engagement strategies.
  • Provide analytics support in close collaboration with Global Policy and Government Affairs (GPGA), Global Health Systems Analytics, Global Market Access (MAx), Global Pricing, Legal, Health Economics & Outcomes Research (HEOR), Finance, and Business Insights & Technology (BIT).
  • Build, maintain, and oversee financial and policy models assessing the impact of U.S. pricing and reimbursement policies across the BMS portfolio.
  • Interpret complex statutes, regulations, and policy guidance, translating policy developments into actionable insights to inform enterprise strategic planning and decision making.
  • Integrate analytical insights into executive level presentations and briefings that clearly communicate implications, tradeoffs, and recommendations to senior leadership.
  • Oversee analytics that shape evidence based external policy engagement and advocacy strategies, in close partnership with policy leads and senior stakeholders.
  • Serve as a representative for Global Policy Analytics in organizational forums and leadership meetings, providing strategic updates, insights, and recommendations.
  • Lead, mentor, and develop direct reports, fostering a high performing, collaborative, and inclusive team culture.
  • Champion the adoption and integration of generative AI tools and digital solutions to enhance analytical rigor, efficiency, and scalability across the team.
