About The Position

This position at New York City Transit is responsible for ensuring the efficient prioritization and utilization of all Buses Capital Resources. The role serves as the primary liaison and advocate for the Buses Capital Program for all Buses Divisions. The Senior Director will manage day-to-day functions related to Buses Capital Plan activities and facilitate internal agreement regarding capital priorities for all Facilities, Bus Technology, and Rolling Stock.

Requirements

  • Bachelor’s Degree in Arts/Sciences (BA/BS) Urban Planning, Finance and Accounting, Data Science, Computer Science, Business Related field, Engineering, Transportation, or a satisfactory equivalent.
  • Minimum 10 years Total Years of Experience Required
  • Minimum 5 years of Managerial/Supervisory Experience Required

Responsibilities

  • Collaborate with internal partners in CMO Office, Facilities, Bus Technology, and Office of the EVP to ensure that Buses Capital Program is adequately prioritized and funded.
  • Serve as the primary Buses’ liaison with C&D, advocating for Buses Capital Program priorities and needs for all Buses areas.
  • Handle portfolio management of all Buses Capital Projects and review progress on these projects.
  • Collaborate with C&D and internal and external partners to fully leverage asset data to effectively prioritize capital projects.
  • Coordinate capital workflow processes within the Department of Buses such as PRDC, Baseline Reviews, Final Acceptance and Beneficial Use.
  • Ensure beneficial collaboration between all internal and external stakeholders as needed to eliminate unintended consequences and negative outcomes during capital project development, planning and delivery.
  • Ensure that all Buses projects are appropriately resourced for on-time and effective project delivery.
  • Approve all capital support requests including CRF requests, D4s, OBIs, EFA and TA Labor requests.
  • Work with C&D Development to effectively bundle projects in a way that maximizes utilization of resources.
  • Work with the Bus Technology group to develop accurate return on investment estimates and ensure effective prioritization and project management of Bus Technology Projects.
  • Ensure that Capital contracts which support bus technology are expedited in a way that is aligned with MTA Policy and Procedures.
  • Support project management and development for these initiatives.
  • Collaborate with partners in Subways, Operations Planning, C&D, Transportation and Operations to ensure appropriate resourcing and staffing of Buses shuttle support of Subways planned Capital disruptions.
  • Work with all internal stakeholders to plan bus relocations so that we can provide safe, reliable service delivery during depot rehabilitations.
  • Performs other duties as assigned.
  • Complies with all policies and standards.
  • May be required to work hours outside regular work hours, as applicable.
  • Observes the work performed by contractors, as applicable.
  • Reviews invoices and approves them if the work has contractual standards, as applicable.
  • Addresses performance issues with the contractor when possible, as applicable.
  • Escalates issues to other parties when needed, as applicable.
