About The Position

The Assistant Budget Director – Budget Management assists with maintaining budgets within Charleston County and entities under the County’s umbrella in accordance with laws, regulations, ordinances, and generally accepted accounting principles. The incumbent works closely with the Director and other members of the budget and finance teams to provide timely and accurate financial information for the County. This position directly oversees personnel in functional areas within the Budget department.

Requirements

  • Bachelor’s Degree in Accounting, Finance, or other directly related field of study required.
  • Minimum of seven (7) years or more of progressively responsible budget or financial experience in a Local or State government setting.
  • Minimum of three (3) years of supervising five (5) or more employees.
  • Experience and supervision must have occurred within the last fifteen (15) years.
  • Thorough knowledge of governmental financial systems, budgeting principles, and Generally Accepted Accounting Principles (GAAP) as applicable to local government and Governmental Accounting Standards Board (GASB) pronouncements.
  • Thorough knowledge of computer applications, performance management, planning, and presentations are essential.
  • Must demonstrate the ability to interpret budget/finance reports and records and to analyze data for internal control and reporting purposes.
  • Must possess a valid SC Driver’s license (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.
  • Able to function productively in a standard office environment accessing cabinets, shelving, work areas, and office equipment.
  • Able to effectively present information and respond to questions from end-users and groups of directors, staff, colleagues, elected officials, and the general public.
  • Able to read, analyze, and accurately interpret professional publications, technical manuals, and complex laws and regulations, and effectively communicate this information in clear, understandable terms.
  • Able to lift, carry, push, and pull up to twenty (20) pounds occasionally.
  • Able to sit or stand for long periods of time and to maintain focus on work assignment(s).
  • Able to effectively communicate orally (in person and over the telephone) and in writing (electronically and handwritten) in English.
  • All employees of Charleston County Government must reside in South Carolina.

Nice To Haves

  • Certified Public Accountant or Government Finance Officer with a minimum of five (5) years of experience is preferred.

Responsibilities

  • Serves as acting Director during periods of absence, assuming full responsibility for the operations and oversight of the department.
  • Assists Budget Director with development and monitoring of County operating budgets and long-term financial plans.

  • Creates and reviews budget reports for accuracy, errors, and omissions.
  • Participates in various aspects of personnel administration within the office, including hiring, evaluating, terminating, grievance procedures, and coordinating employee training and leave.
  • Attends meetings, conferences, workshops, and training sessions to become and remain current on the principles, practices, and new developments as adopted by the Governmental Accounting Standards Board and Governmental Finance Officers of America.
  • Responds to employee and citizen questions and comments in a timely and courteous manner.
  • Coordinates development of both the proposed and approved budget documents.
  • Supervises Budget Analysts as assigned.
  • Assists Budget Director with compliance to Local, State, and Federal regulations.
  • Assists County’s financial response to disasters (Federal Emergency Management Agency).
  • Performs other duties or assumes other responsibilities as apparent or assigned.
