About The Position

The City of Concord is currently seeking to fill one Senior Desktop Engineer vacancy in the Information Technology Department. The mission of the Information Technology Department is to ensure Concord’s technology portfolio provides the appropriate set of tools required for delivering high-quality services to internal departments, Concord residents, and other agencies in a consistent manner sustainable over the 10-year budget horizon.

  • Considerable knowledge of patterns and trends in computer technology with emphasis on structured design, analysis, relational databases, and programming techniques; of uses, capabilities, characteristics and limitations of computer systems and of various modern computer languages for business applications.
  • Ability to lead and perform systems analysis and programming activities; to learn and effectively apply related equipment, policies, procedures, and practices affecting systems and programming activities; to identify ways of achieving improvements and efficiency in a fashion responsive to needs of users; to develop and maintain appropriate documentation; to maintain the confidentiality of sensitive information; to communicate effectively orally and in writing; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.
  • Possession of a Bachelor's Degree in Computer Science or related discipline.
  • Three years of increasingly responsible employment in systems and application programming; preferably including responsibility for leading the work of others.
  • A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.

Responsibilities

  • Leading and inspiring a team of Service Desk Technicians to deliver exceptional desktop support services across the organization.
  • Developing and delivering technical trainings and documentation to empower technology users.
  • Maintaining an up-to-date inventory of all IT assets and overseeing asset lifecycle replacement project.
  • Participating and making recommendations for IT planning and improvement projects.
  • Administering and maintaining Active Directory ensuring secure and efficient user authentication and access control.
  • Monitoring and managing the IT ticketing system, ensuring timely resolution of user request and incidents.
  • Diagnosing and resolving hardware and software issues to ensure minimal disruption to customers.
  • Designing and implementing scripts to automate software deployment and streamline repetitive tasks.
  • Plans, organizes, leads, and performs activities related to systems analysis and programming operations.
  • Applies City and departmental policies, procedures, rules, and regulations pertaining to the work; analyzes work requests and sets work priorities, advises with regard to work appraisals and performance evaluations; recommends official disciplinary actions as necessary; identifies and/or recommends solutions to employee complaints.
  • Confers with departments to determine system functions and desired results; and to resolve problems.
  • Analyzes program problems and changes in requirements; identifies alternatives and improvements; recommends improvements as needed.
  • Develops standards and guidelines to ensure compliance for program documentation, security, design, coding and testing.
  • Acts as project manager on complex system and programming assignments.
  • Provides technical guidance; trains and assists departmental users on using the computer system.
  • Coordinates system and programming activities with other City work units and with City goals.
  • Administers citywide relational Oracle database.
  • Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.
  • Performs other work as assigned.
