About The Position

The purpose of this position is to provide I&C engineering leadership, technical direction, and project execution expertise for gas-fired combined-cycle (CCGT/NGCC) and simple-cycle gas turbine (SCGT) power generation EPC projects. This role has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. The position serves as an I&C Area Lead / I&C Engineering Lead on assigned projects and is responsible for leading the I&C engineering scope from project development and design through procurement, construction support, commissioning, and start-up support. The role requires demonstrated experience delivering control systems for large-scale gas turbine power generation facilities and the ability to coordinate I&C engineering activities across multiple disciplines, project functions, engineering offices, vendors, and construction teams. The successful candidate will apply advanced engineering techniques and project execution practices to develop safe, reliable, code-compliant, and cost-effective electrical solutions for gas-fired power projects.

Requirements

Accredited four (4) year degree or global equivalent in engineering field of study and ten (10) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
Engineering Procurement Construction (EPC) Design
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Advanced knowledge of discipline codes and standards, commercial availability and cost of materials
Effort-hour estimating and staff forecasting
Managing and leading a large project
Project set-up, developing control-level schedules, progress reporting and project close-out
Practical field experience
Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
Power Plant Control Power System Design
Must be authorized to work in the country where the position is located.

Responsibilities

Translate global strategic initiatives into procedures to be implemented on projects
Apply cost competitive execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work
Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects
Develop and review estimates and schedules, progress reports, including manpower forecasts
Establish, track, and monitor material key quantities; provide analysis and forecasts
Develop and review specifications, including design criteria
Incorporate health, safety, and environmental factors in design
Develop and update job execution plans
Lead development and review of control systems commonly associated with gas turbine and combined-cycle power plants, including: Generator and generator auxiliary control systems, Gas turbine and steam turbine auxiliary control systems, Balance-of-plant control systems, Emergency and standby power control systems, Electrical protection, metering, and control systems, Electrical interfaces with turbine OEM packages and major equipment vendors, High voltage electrical systems, including generator interconnections, switchyards, substations, transmission interfaces, protective relaying schemes, and utility coordination requirements, Burner Management System (BMS), Distributed control system (DCS) design and architecture, NFPA 85, Logic Diagrams / SAMA Diagrams, Power system functional specifications, Power plant instrumentation, Power plant network architecture
Act as I&C Discipline focal point for projects
Coordinate I&C Design with other engineering disciplines
Support development of project estimates.

Develop construction work packages, material estimates and IFC drawings
Identify scope and schedule changes
Conduct checking and independent review of all electrical discipline deliverables
Support construction and commissioning activities as required
