About The Position

ICF is seeking an experienced and driven Database Administrator to lead and oversee mission-critical initiatives in support of the Defense Counterintelligence and Security Agency (DCSA). In this role, this individual will provide technical leadership and strategic oversight for enterprise database environments, ensuring high availability, performance, integrity, and security of mission data. They will guide database architecture decisions, oversee operational stability, and serve as a trusted advisor to government stakeholders on database strategy and risk management. This position is remote but will need to live in the Washington DC metro area. ICF does monitor employee work locations and blocks access from foreign locations/foreign IP addresses, and also prohibits personal VPN connections. You may be asked to travel once a quarter to an office or client site. Our core work hours are 8am - 5pm Eastern Time with the option to start earlier or work later depending on your time zone.

Requirements

  • 8-10 years of progressive experience administering and leading enterprise database environments, including architectural design and operational oversight.
  • Active Top Secret clearance.
  • An ability to communicate and write clearly in English.

Nice To Haves

  • Bachelor’s degree in Cybersecurity, Computer Science, Information Technology, or related technical field.
  • 2 years’ experience working with DCSA
  • 5 years’ experience with working on/around cloud platforms in AWS.
  • Ability to self-organize, priorities and conduct research on multiple projects under tight deadlines in a fast-paced environment.
  • Deep expertise in Oracle and/or Microsoft SQL Server, including high-availability configurations (e.g., Data Guard, Always On), performance tuning, backup/recovery, and patch management.
  • Demonstrated experience supporting databases in secure, regulated federal or DoW environments.
  • Strong understanding of database security controls, STIG implementation, RMF alignment, and compliance frameworks.
  • Experience supporting cloud-hosted database environments (e.g., AWS GovCloud or similar secure cloud platforms).
  • Proven leadership experience overseeing technical teams and serving as a senior advisor to stakeholders.
  • Experience supporting systems within regulated or high-security environments.

Responsibilities

  • Lead the design, implementation, and optimization of enterprise database architectures, including schema design, data modeling, and structural configurations.
  • Provide technical oversight for Oracle and/or Microsoft SQL Server environments, ensuring databases are highly available, resilient, and operating error-free.
  • Establish and enforce database security standards, ensuring compliance with federal and DoW security requirements, including access controls, auditing, encryption, and vulnerability remediation.
  • Oversee database patching, upgrades, and lifecycle management activities in accordance with change control and security policies.
  • Direct performance monitoring, capacity planning, and tuning efforts to ensure optimal database efficiency and scalability.
  • Lead troubleshooting and root cause analysis for complex database accessibility, performance, and data integrity issues.
  • Provide leadership and mentorship to database administrators and technical staff, and communicate database changes or impacts to stakeholders and end users.
  • Serve as the primary database technical point of contact for government leadership, supporting audits, reviews, and executive briefings.
  • Prepare and deliver executive-level briefings, status reports, and performance updates to government stakeholders and corporate leadership.
  • Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.
