The Senior Data Governance Analyst will support the Virginia Department of Behavioral Health and Developmental Services (DBHDS) in implementing and continuously improving enterprise data governance. The role integrates people, processes, policies, and technology, with an emphasis on governance by design, sustainable business processes, stakeholder collaboration, operational accountability, and organizational adoption. It is primarily focused on governance operations and business processes rather than software development, while requiring substantial technical data experience to collaborate with enterprise technology teams. The analyst will work with data owners, data stewards, business units, enterprise architecture, engineering, security, analytics teams, and external partners. They will translate governance policies, standards, and stakeholder decisions into repeatable, measurable operational processes; identify governance gaps; perform root-cause analysis; document current- and future-state processes; develop standard operating procedures; and support operational controls. The work also contributes to data quality improvement, access governance, data sharing, enterprise data onboarding, master and reference data management, compliance reviews, and governed data product requirements. This is a contract role based in Richmond, Virginia. The work arrangement is hybrid, requiring two days per week on-site in Richmond, with remaining scheduled workdays remote subject to agency requirements. The stated assignment dates are November 16, 2026, through November 30, 2027. The pay range is $44–$64 per hour. Candidates must physically reside in the United States throughout the assignment and be legally authorized to work in the United States without employer sponsorship. A follow-up in-person interview may be requested.
